Preparations for the FourthWorld Conference on WomenThe Economic and Social Council of the United Nations has beenvery active during the past year convening world conferences in order toredefm e its goals and strategies for international cooperation on majorissues. In September 1994, delegations from many nations met in Cairofor the International Conference on Population and Development. InMarch 1995, Copenhagen was the venue for the World Summit for SocialDevelopment. In September 1995, Beijing will be the setting for theFourth World Conference on the Status of Women. In preparation for thelatter conference, international delegations met in New York duringMarch and April to prepare the Platform for Action, which is to be ratifiedin Beijing. The draft document was prepared by the Secretariat of theCommission on the Status of Women after consultation with regionalgroups of the United Nations. In New York, delegations were to proposeamendments to the Platform for Action so that it would be ready for ratificationin Beijing. At least that was the plan. The following report willdescribe how political agendas, arrogance, and bickering prevented thetask from being completed. Perhaps the greatest obstacle, however, wasthe belief that every country in the world could reach consensus on somany contentious issues-there is a better chance of the holy grail beingfound this year.First, for those who are not familiar with the dynamics of the UnitedNations, I need to sketch out the role of the major players. On one side ofthe floor of the UN, members of the European Union (EU) huddle together;the representative from France is their spokesperson. On the other sideof the floor sits the representative from the Philippines, who is thespokesperson for the Group of 77 (077). The 077, which now actuallycomprises 132 members, includes almost all nations from Latin and SouthAmerica, Africa, and Asia. Members of the EU and the 077 meet in theirrespective groups before the main assembly convenes in order to formulatea group position. Abstract:

Herbarium records show that during the second half of the 19th century John Rattray collected several plant specimens at ports of call along the West African coast (Canary Islands, Senegal, Guinea, Sierra Leone, Ghana, São Tomé, Príncipe, and Angola). At the herbarium (K) of the Royal Botanic Gardens, Kew, England, four such specimens are databased, three of which can be examined online. At the herbarium (E) of the Royal Botanic Garden, Edinburgh, Scotland, 26 specimens are databased, twenty of which are imaged. All the specimens we examined have printed labels stating ‘Collected by John Rattray, H.M. Challenger Commission, Edinburgh’ with only a handwritten indication of the locality, for example ‘Loanda’ (Luanda, Angola). The collecting date has been omitted from the labels and there are no further details on the specimens. An investigation of the literature revealed that there is some confusion regarding the origin of the material and the identity of John Rattray, the collector.

Abstract:

The leaves of globe artichoke, Cynara scolymus Family Asteraceae/ compositea have long – used in traditional medicine and now included in British and European Pharmacopeia, the British Harbal Pharmacopeia and complete German Commission E monographs.The plant originally comes from Mediterranean region and North Africa and cultivated around the world. The flowers are used worldwide for nutrition purposes and the leaves for medical purposes including hepatic affections. The plant wildly distributed in Iraq in the watery lines and boundary of the field.The plant contains many phytochemicals such as the bitter phenolic acids whose choleretic and hypocholestremic as these compounds are antioxidant. Other materials to have other pharmacologic effect specially flavonoids. Thus this work deals with phenolic acids cholrogenic acid and cynarin.This work includes cold extraction evaporation by freeze drying and separation inusing column chromatography, TLC and finally in High pressure liqued chromatography (HPLC), the two important compound; chlorogenic acid and cynarin were separated and identified. Abstract:

INTRODUCTION The WHO End TB Strategy emphasises early diagnosis and screening of TB in high-risk groups, including migrants. We analysed TB yield data from four large migrant TB screening programmes to inform TB policy.METHODS We pooled routinely collected individual TB screening episode data from Italy, the Netherlands, Sweden and the United Kingdom under the European Union Commission E-DETECT.TB grant, described characteristics of the screened population, and analysed TB case yield.RESULTS We collected data on 2,302,260 screening episodes among 2,107,016 migrants, mostly young adults aged 18–44 years (77.8%) from Asia (78%) and Africa (18%). There were 1,658 TB cases detected through screening, with substantial yield variation (per 100,000): 201.1 for Sweden (95% confidence intervals CI 111.4–362.7), 68.9 (95% CI 65.4–72.7) for the United Kingdom, 83.2 (95% CI 73.3–94.4) for the Netherlands and 653.6 (95% CI 445.4–958.2) in Italy. Most TB cases were notified among migrants from Asia (n = 1,206, 75/100,000) or Africa (n = 370, 76.4/100,000), and among asylum seekers (n = 174, 131.5/100,000), migrants to the Netherlands (n = 101, 61.9/100,000) and settlement visa migrants to the United Kingdom (n = 590, 120.3/100,000).CONCLUSIONS We found considerable variations in yield across programmes, types of migrants and country of origin. These variations may be partly explained by differences in migration patterns and programmatic characteristics.

AbstractPalladosilicide, Pd2Si, is a new mineral (IMA 2014-080) discovered in chromite-rich samples from the Kapalagulu intrusion, western Tanzania (30°03′51′′E 5°53′16′′S and 30°05′37′′E 5°54′26′′S) and from the UG-2 chromitite, Bushveld complex, South Africa. A total of 13 grains of palladosilicide, ranging in size from 0.7 to 39.1 μm (equivalent circle diameters), were found. Synthetic Pd2Si is hexagonal, space group P62m, with a = 6.496(5), c = 3.433(4) Å, V = 125.5(1) Å3, c:a = 0.529 with Z = 3. The strongest lines calculated from the powder pattern (Anderko and Schubert, 1953) are [d in Å (I) (hkl)] 2.3658 100 (111); 2.1263 37 (120); 2.1808 34 (021); 3.240 20 (110); 1.8752 19 (030); 1.7265 12 (002); 1.3403 11 (122); 1.2089 10 (231). The calculated density for three analyses varies from 9.562 to 9.753 g cm–3. Palladosilicide is considered to be equivalent to synthetic Pd2Si based on results from electron backscattered diffraction analyses. Reflectance data in air for the four Commission on Ore Mineralogy wavelengths are [λ nm, R1 (%) R2 (%)] 470 49.6 52.7; 546 51.2 53.8; 589 51.6 53.7; 650 51.7 53.3 and the mineral is bright creamy white against chromite, weakly bireflectant and displays no discernible pleochroism or twinning. It is weakly anisotropic, has weak extinction and rotation tints in shades of blue and olive green. Electron probe microanalyses of palladosilicide yield a simplified formula of Pd2Si.

Abstract:

Nowadays, the penetration of sensors and actuators in different application fields is revolutionizing all aspects of our daily life. One of the major sectors that is taking advantage of such cutting-edge cheap smart devices is healthcare. In this context, Remote Patient Monitoring (RPM) at home represents a tempting opportunity for hospitals to reduce clinical costs and to improve the quality of life of both patients and their families. It allows patients to be monitored remotely by means networks of Internet of Things (IoT) medical devices equipped with sensors and actuators that collect healthcare data from patients and send them to a Cloud-based Hospital Information System (HIS) for processing. Up to now, many different proprietary software systems have been developed as stand-along expensive solutions, presenting interoperability, extensibility, and scalability issues. In recent years, the European Commission (EC) has promoted the wide adoption of FIWARE technology, launching 16 Industrial Accelerators focusing on different application fields. One of these, i.e., FICHe, is specialized in healthcare, providing the guidelines on how to develop eHealth systems. This paper focuses on how to compose new cutting-edge IoT and Cloud-based Cyber Physical Health Sytem (CPHS) services and applications interconnected with remote medical sensors and actuators using FIWARE technology in the context envisioned by FICHe. In particular, we discuss the design and development of an RPM system implemented through the collaboration between the Istituto di Ricovero e Cura a Carattere Scientifico (IRCCS) “Bonino Pulejo” (i.e., a clinical and research healthcare centre specialized in the treatment of neuro lesions), University of Messina, IBM Research, Telefónica, and the University of the Western Cape in South Africa. The description of our best practice provides a model and guidelines for the development of lightweight and low cost RPM services for rural and isolated areas, with the expectation of expanding healthcare to the developing world and in general allows us to outline how to deal with the real adoption of the FIWARE technology in an e-health project.

Abstract:

Statistical literacy is one of the main areas of work of the Global Network of Institutions for Statistical Training (GIST) established in 2017. While the scope of statistical literacy initiatives will range greatly from those intended for school children and teachers to those aimed at media representatives or general public, one of the areas where a dedicated Task Team of the GIST set out to undertake a more detailed analysis was related to the core data competencies for policy makers. The adoption of the Sustainable Development Goals by UN member States has led to a growing awareness around the importance of timely, robust, quality and disaggregated data for informing public policies and decisions and providing a solid evidence to address a number of complex policy issues related to ensuring more equitable policy outcomes and more coherence decision-making across different dimensions of sustainable development and different levels of governance from global to national and local. This article presents the results of a survey conducted by the GIST Task Team on Statistical Literacy back in 2018 with the participation of policy makers from various UN Member States, reviews core data competencies for policy makers, presents the free, self-paced e-learning course developed by UN Institute for Training and Research (UNITAR), UN Statistics Division and UN Economic Commission for Africa (UNECA) with support from the Swiss Government and using UNITAR’s Quality Assurance Framework, and discusses the ongoing work of the GIST on the inventory of statistical literacy initiatives as a new product developed by the dedicated Task Team.

Abstract:

Achieving equity in international research remains a crucial concern of the 21st century. Despite initiatives by international organisations on governance frameworks and standards to guide research conduct, such efforts remain disparate and lack focus. In an interdisciplinary collaboration between multi-level ethics bodies, policy-advisors, civil society, funders, industry and academic scholars, the TRUST project combines long-standing, highly respected efforts to establish international governance structures along with networking opportunities between Europe, sub-Saharan Africa and Asia.The goal of TRUST is to catalyse a collaborative effort to improve adherence to high ethical standards in global research. The strategic outputs of the project encompass a set of ethics tools developed through participatory engagement traversing all continents: (i) a global code of conduct for funders, (ii) a fair research contracting web-tool (iii) and a compliance and ethics follow-up tool.Since project inception in October 2015, the TRUST consortium has a) created an international network on global research ethics governance to identify generic risks of exporting non-ethical practices; b) established funder and industry platforms; c) identified typical case studies of exporting non-ethical practices and reported on lessons learnt; d) developed a global code of conduct that will be used by the European Commission and like-minded funders to foster ethical research and equitable partnerships; e) designed an online Fair Research Contracting tool to empower vulnerable populations under non-ideal conditions; and f) drafted a compliance and ethics follow-up tool, for conditions of high vulnerability.TRUST envisages to make a tremendous impact on three major issues: a) enhancing the rights of indigenous people who have borne a disproportionate burden of research whilst being potentially highly vulnerable to exploitation; b) increasing civil society engagement and improving uptake of the ethics dimension in research and innovation; and c) improving global awareness of the highest ethical standards along with clear, defined incentives for research competitiveness.

Until the establishment of the “Commission for the study of and combat against sleeping sickness” (Missão de estudo e combate à doença do sono) in 1945, underfunded and understaffed health services had not been a priority for the colonial administration in Portuguese Guinea. The Commission not only implemented endemic disease control in the territory under the auspices of metropolitan institutions, but also provided preventive public healthcare to the local population. Its relative success in reducing the negative impact of Human African Trypanosomiasis turned the colony into an apparent model of tropical modernity. In the process, the local evolution of the disease was marginalized, despite the tacit but contested recognition by some health professionals of the role of popular healthcare.

Abstract:

Sonadrill Lands Contract for Drillship Seadrill confirmed a new contract has been secured by Sonadrill Holding, Seadrill’s 50:50 joint venture with an affiliate of Sonangol for the drillship West Gemini. Sonadrill has secured a 10‑well contract with options for up to eight additional wells in Angola for an unknown operator. Total contract value for the firm portion of the deal is expected to be around $161 million, with further revenue potential from a performance bonus. The rig is expected to begin the work in the fourth quarter of this year with a firm term of about 18 months, in direct continuation of the West Gemini’s existing contract. The West Gemini is the third drillship to be bareboat chartered into Sonadrill, along with two Sonangol‑owned units, the Sonangol Quenguela and Sonangol Libongos. Seadrill will manage and operate the units on behalf of Sonadrill. Together, the three units position the Seadrill joint venture as an active rig operator in Angola, furthering the goal of building an ultradeepwater franchise in the Golden Triangle and driving efficiencies from rig clustering in the region. Petrobras Receives TotalEnergies, Shell Payments for Atapu TotalEnergies and Shell have formalized payments to Petrobras for separate, minority stakes in the pre‑salt Atapu field in the Santos Basin. TotalEnergies paid $4.7 billion reais ($940 million) while Shell paid closer to $1.1 billion. The Atapu block was acquired by the consortium comprising Petrobras (52.5%), Shell (25%), and TotalEnergies (22.5%) in the Second Bidding Round for the Transfer of Rights auction held 17 December 2021. The payments are compensation for monies spent thus far by Petrobras, which was granted contractual rights to produce 550 million BOE from Atapu in 2010. The partners will now work together to produce additional volumes from the field. Production at Atapu started in June 2020 via the P-70 FPSO. The unit is in about 2000 m of water and has the capacity to produce 150,000 BOED. CNOOC Brings New Bohai Sea Discoveries On Stream CNOOC Limited has kicked off production from its Luda 5‑2 oil field North Phase I project and Kenli 6‑1 oil field 4‑1 Block development project. Luda 5‑2 is in the Liaodong Bay of Bohai Sea, with average water depth of about 32 m and utilizes a thermal recovery wellhead platform and production platform tied into the Suizhong 36‑1 oil field. A total of 28 development wells are planned, including 26 production wells and two water‑source wells. The project is expected to reach its peak production of 8,200 B/D of oil in 2024. Kenli 6‑1 is in the south of Bohai Sea, with average water depth of about 17 m. The resource is being developed by a wellhead platform in addition to fully utilizing the existing processing facilities of the Bozhong 34‑9 oil field. A total of 12 development wells are planned, including seven production wells and five water‑injection wells. The field is expected to reach its peak production of 4,000 B/D of oil later this year. CNOOC Limited is operator and sole owner of the Luda 5‑2 oil field North and the Kenli 6‑1 oil field 4‑1 Block. Stabroek Block Bounty Off Guyana Gets Bigger The partners in the prolific Stabroek Block have again increased the gross discovered recoverable resource estimate for the area offshore Guyana. The owners now believe they have discovered reserves of at least 11 billion BOE, up from the previous estimate of more than 10 billion BOE. The updated resource estimate includes three new discoveries on the block at Barreleye, Lukanani, and Patwa in addition to the Fangtooth and Lau Lau discoveries announced earlier this year. The Barreleye‑1 well encountered approximately 70 m of hydrocarbon‑bearing sandstone reservoirs of which 16 m is high‑quality oil‑bearing. The well was drilled in 1170 m of water and is located 32 km southeast of the Liza field. The Lukanani‑1 well encountered 35 m of hydrocarbon‑bearing sandstone reservoirs of which approximately 23 m is high‑quality oil‑ bearing. The well was drilled in water depth of 1240 m and is in the southeastern part of the block, approximately 3 km west of the Pluma discovery. The Patwa‑1 well encountered 33 m of hydrocarbon‑bearing sandstone reservoirs. The well was drilled in 1925 m of water and is located approximately 5 km northwest of the Cataback‑1 discovery. “These new discoveries further demonstrate the extraordinary resource density of the Stabroek Block and will underpin our queue of future development opportunities,” said John Hess, chief executive of Hess and a partner in Stabroek. The co‑venturers have sanctioned four developments to date on Stabroek with both Liza and Liza Phase 2 on stream. The third planned development at Payara is ahead of schedule and is now expected to come on line in late 2023; it will utilize the Prosperity FPSO with a production capacity of 220,000 BOPD. The fourth development, Yellowtail, is expected to come on line in 2025, utilizing the ONE GUYANA FPSO with a production capacity of 250,000 BOPD of oil. At least six FPSOs with a production capacity of more than 1 million gross BOPD are expected to be on line on the Stabroek Block in 2027, with the potential for up to ten FPSOs to develop gross discovered recoverable resources. The Stabroek Block is 6.6 million acres. ExxonMobil affiliate Esso Exploration and Production Guyana Limited is operator and holds 45% interest; Hess Guyana Exploration holds 30% interest; and CNOOC Petroleum Guyana Limited holds 25%. ConocoPhillips Gets Ekofisk License Extension Norway’s Ministry of Petroleum and Energy (MPE) has extended production licenses in the Greater Ekofisk Area from 2028 to 2048 with ConocoPhillips as operator. The company said the license extension provides long‑term operations and resource management aligned with the company’s long‑term perspective on the Norwegian continental shelf. Fields on the shelf are required to operate with a valid production license where the operator and licensees enter into an agreement with the authorities, including relevant field activities. The authorities may require commitments, leading to increased oil recovery. The existing production licenses 018, 018 B, and 275 in the Greater Ekofisk Area were set to expire on 31 December 2028; however, the MPE approved an extension through 2048. The new terms provide a potential for extending Ekofisk’s lifetime to nearly 80 years. The license partners are ConocoPhillips (operator, 35.11%), TotalEnergies EP Norge (39.896%), Vår Energi (12.388%), Equinor (7.604%), and Petoro (5%). BHP’s Wasabi Disappoints in US GOM Australian operator BHP encountered noncommercial hydrocarbons with its Wasabi‑2 well in the US Gulf of Mexico. BHP said the well in Green Canyon Block 124 was plugged and abandoned following the disappointing results. “This completes the Wasabi exploration program, with results under evaluation to determine next steps,” the company said. The well was targeting oil in an early Miocene reservoir. Transocean drillship Deepwater Invictus spudded the well in 764 m of water in November 2021. The previous Wasabi‑1 well had a mechanical problem and was plugged and abandoned 4 days earlier, prior to reaching its prospective targets. BHP operates Wasabi with a 75% interest. Lukoil Says Titonskaya Holds 150 Million BOE Russia’s Lukoil believes it has discovered around 150 million BOE following analysis of the two wells it drilled at the Titonskaya structure on the Caspian Sea shelf. Work is now underway to refine the seismic models of productive deposits and study deep samples of formation fluids. The results of the assessment will be submitted to the State Reserves Commission of the Russian Federation. The structure is in the central part of the Caspian Sea, not far from the Khazri field. Lukoil drilled the first well at the Titonskaya structure in 2020 and announced the new discovery in April 2021. According to that assessment, the probable geological resources of the Titonskaya are 130.4 million tons. In 2021, drilling of the second prospecting and appraisal well began to identify oil and gas deposits in the terrigenous‑carbonate deposits of the Jurassic‑ Cretaceous age. The well was drilled using the Neptune jackup drilling rig. The new find at Titonskaya will likely be tied into Khazri infrastructure. Petrobras’ Roncador IOR Project Comes On Line Petrobras has successfully started production from the first two wells of the improved oil recovery (IOR) project at the Roncador field in the Campos Basin offshore Brazil. The two wells are the first of a series of IOR wells to reach production. Startup is almost 5 months ahead of schedule and at half of the planned cost, according to partner Equinor. The wells will add a combined 20,000 BOED to Roncador, bringing daily production to around 150,000 bbl and reducing the carbon intensity (emissions per barrel produced) of the field. Through this first IOR project, the partnership will drill 18 wells that are expected to provide additional recoverable resources of 160 million bbl. Improvements in well design and the partners’ combined technological experience are the main drivers behind the 50% cost reduction across the first six wells, including the two in production. Roncador is Brazil’s fifth‑largest producing asset and has been in production since 1999. Petrobras operates the field and holds a 75% stake. In 2018, Equinor entered the project as a strategic partner with the remaining 25% interest. In addition to the planned 18 IOR wells, the partnership believes it can further improve recovery and aims to increase recoverable resources by a total of 1 billion BOE. The field has more than 10 billion BOE in place under a license lasting until 2052. The strategic alliance agreement also includes an energy‑efficiency and CO2‑emissions‑reduction program for Roncador. Gazania-1 To Spud Off South Africa Africa Energy will move ahead with its planned Gazania‑1 wildcat well offshore South Africa after securing partner Eco Atlantic’s $20 million in capital requirements for its portion of the probe. The well will be drilled in Block 2B. Island Drilling semisubmersible Island Innovator has been contracted for the work and is expected to mobilize from its current location in the North Sea for the 45‑day trip to South Africa. The Block 2B joint venture plans to spud the well by October with drilling expected to last 30 days, including a full set of logs if the well is successful. The block has significant contingent and prospective resources in relatively shallow water and contains the A‑J1 discovery that flowed light sweet crude oil to surface. Gazania‑1 will target two large prospects 7 km updip from A‑J1 in the same region as the recent Venus and Graff discoveries. Block 2B is located offshore South Africa in the Orange Basin where both TotalEnergies and Shell recently announced significant oil and gas discoveries offshore Namibia. The block covers 3062 km2 approximately 25 km off the west coast of South Africa near the border with Namibia in water depths ranging from 50 m to 200 m. The Southern Oil Exploration Corp. (Soekor) discovered and tested oil on Block 2B in 1988 with the A‑J1 borehole, which intersected thick reservoir sandstones between 2985 m and 3350 m. The well flowed 191 B/D of 36 °API oil from a 10‑m sandstone interval at around 3250 m. Africa Energy has a 27.5% interest in Block 2B offshore South Africa. The block is operated by a subsidiary of Eco Atlantic which holds a 50% interest. A subsidiary of Panoro Energy holds a 12.5% stake, and Crown Energy AB indirectly holds the remaining 10%. Brazil Grants New Exploration Blocks Brazil’s National Agency of Petroleum, Natural Gas, and Biofuels (ANP) has granted 59 exploratory blocks of oil and natural gas to 13 companies, including Shell, TotalEnergies, and 3R Petroleum. The awards were part of a permanent bid offer round held in Rio de Janiero in April. The auction totaled 422.4 million reais in signature bonuses with leases granted in six Brazilian states: Rio Grande do Norte, Alagoas, Bahia, Espírito Santo, Santa Catarina, and Paraná. The awards will result in investments of 406.3 million reais in the exploratory phase of the contracts. Shell Brazil (70%) was granted six blocks in the Santos Basin in a consortium with the Colombian Ecopetrol (30%). The blocks leases were SM‑1599, SM‑1601, SM‑1713, SM‑1817, SM‑1908, and SM‑1910. TotalEnergies won two areas in the same basin while Brazilian company 3R Petroleum received six areas in the Potiguar Basin. Petro‑Victory was also awarded 19 new blocks in Potiguar, increasing its holdings in Brazil to 38 blocks (37 in Potiguar). The new blocks are nearby Petro‑Victory infrastructure at the Andorinha, Alto Alegre, and Trapia oil fields. Eni Finds More Oil in Egypt’s Western Desert Eni struck new oil and gas reserves with a trio of discoveries in the Meleiha concessions of Egypt’s Western Desert. The finds have already been tied into existing infrastructure in the region and have added around 8,500 BOED to overall production from the area. The operator drilled the Nada E Deep 1X well, which encountered 60 m of net hydrocarbon pay in the Cretaceous‑Jurassic Alam El Bueib and Khatatba formations Meleiha SE Deep 1X well, which found 30 m of net hydrocarbon pay in the Cretaceous‑Jurassic sands of the Matruh Khatatba formations, and the Emry Deep 21 well, which encountered 35 m of net hydrocarbon pay in the massive cretaceous sandstones of Alam El Bueib. The results, added to the discoveries of 2021 for a total of eight exploration wells, give Eni a 75% success rate in the region. The company added that additional exploration activities in the concession are ongoing with “promising indications.” With these discoveries, Eni, through AGIBA, a joint venture between Eni and EGPC, continues to pursue its near‑field strategy in the mature basin of the Western Desert, aimed at maximizing production by containing development costs and minimizing time to market. Eni is planning a new high‑resolution 3D seismic survey in the Meleiha concession this year to investigate the gas potential of the area. Eni is currently the leading producer in Egypt with an equity production of around 360,000 BOED.

I was commissioned by Kim Nofsinger to make a dance for students at Middle Tennessee State University that explored the African American experience. The creative process integrated historical and bio-archaeological research being conducted by Dr. Shannon Chappell Hodge and Dr. Kevin E. Smith from the Department of Sociology and Anthropology. In this paper I will discuss the methodology I used to develop a creative process that involved the intersection of African American history, bio-archeological physical evidence, ritual exploration, and performance. This repertory experience represents how interdisciplinary relationships involving research, choreography, pedagogy, ritual, and performance can be imagined.

Abstract:

The Emergency Use Authorisation (EUA) authority plays a vital role in US FDA. They provide the authority/permission to use the unregistered products/registered product with unregistered route to treat the life threatening damages to the patients in world in some emergency conditions. The aim of this work is to give an overview on EUA in life threatening conditions and there challenges in getting the permissions under regulations with example of E-bola virus. The e-bola is a virus. It is a hemorrhagic fever deadly disease caused by one of the E-bola viral strain, which is wide spread in West Africa. The -Secretary of the Department of homeland security (DHS), determined, pursuant to section 319F-2 of the Public Health Service Act, that the Ebola virus presents a material threat against the United States population sufficient to affect national security. Issuance of EUA by the FDA Commissioner requires several steps under section 564 of the FD&C Act. The FDA Commissioner, can only issue the EUA, if criteria for issuance under the statute are met. This study’s highlights the importance of the EUA in emergency when there is no medicine for disease/virus in the world. For example the FDA has issued a EUA to use the ReEBOV which is the Rapid Antigen Test device designed by Lusys lab co. Pvt. Ltd. for detecting the Zaire Ebola virus.

As part of a Euro-African research consortium funded by the European Commission we studied pathways for sustainable river basin management in the Omo-Turkana basins in Ethiopia and Kenya. Based on a literature review, stakeholder workshops, targeted interviews and considering our own positionality, we identified underlying narratives related to (a) economic transformation and modernization, (b) indigenous rights and (c) nature conservation, which were all connected through water, energy, food and ecosystems within a (d) landscape nexus. Yet, we also identified a (e) living museum narrative suggesting that international advocacy for indigenous rights and nature conservation is a means through which Western societies want to preserve African societies in an “undeveloped” state. National governments use this narrative to silence external critique, while the tourism industry promotes it to advertise visits to pastoralist tribes. This narrative reveals powerful, yet largely ignored hindrances for collaborative projects resulting from cultural and historical biases in Euro-African collaborations. Based on our analysis, we argue that international research projects in sustainability sciences need to increase the transparency of open and hidden narratives that influence research directions and power relationships between scientific partners, also those using mostly technically-driven approaches. We emphasize that African landscapes are not to be viewed as living museums, and collaborative research should be based on fairness, respect, care, and honesty to allow for multiple narratives that underlie research.

Abstract:

This article explores prospects and challenges of E-learning in Pakistan at the M.Phil. level. Given the emergence of Covid-19 in the year 2020 in Pakistan brought the integration of E[1]learning/distant learning in our education system; and its practice is not an innovative idea, but its critical application has raised several concerns for the future of academia. Albeit it is the new normal and efforts are being made to make it the vital mode of learning in near future; nevertheless, it has its own shortcomings. This study identifies a few of the challenges: lack of sources, in expertise in technology, English Language, power outage, no standard guidelines from the HEC, no uniform patterns followed by the universities, deception on students’ part is also a significant contributor, etc. This research is thus divided into three segments: the literature review; literature drawn probes E-learning in the new era with its pros and cons; and how it is still a challenge in Pakistan to normalize E-learning for future reference. Second is the qualitative analysis of the responses conducted from the M.Phil. students and the faculty of Area Study Centre for Africa, North and South America, Quaid-i-Azam University, Islamabad. Finally, the recommendations gathered from the deduced results and focused group discussions. The study argues the prospects of e-learning by combining the literature with the results and a brief study of Higher Education Commission’s role in creating effective strategies for normalizing e-learning.

Abstract The establishment of the Pan-African Tsetse and Trypanosomosis Eradication Campaign (PATTEC) falling under the African Union Commission, and the initiation of national PATTEC projects in affected African countries stimulated a revival of national and sub-regional efforts and helped to generate donor support for creating sustainable agricultural and livestock development zones that are free of tsetse and trypanosomosis (T&T). Such projects are long-term, complex undertakings, requiring careful planning and consideration of relevant technical and non-technical interdependencies. There is international consensus that T&T interventions should: (a) adopt a phased and conditional approach in their planning, implementation, and monitoring; (b) adhere to the integrated pest management area-wide (AW-IPM) concept, ensuring that the most appropriate combination or sequence of intervention measures is selected; and (c) follow the AW-IPM concept of targeting entire isolated or well-confined insect pest populations. The phases of this process include: (a) policy and strategy development, assurance of long-term commitment, and establishment of effective management structures; (b) baseline data collection; (c) general technical feasibility assessment; (d) consideration of various relevant factors and trends; (e) detailed assessment of the technical feasibility of combinations of intervention tactics that may or may not include a sterile insect technique component; (f) capacity development and pre-operational work; (g) operational implementation of an AW-IPM campaign to create T&T-free zones; and (h) adherence to agreed procedures for the ‘Declaration of Assumption of Freedom from T&T’, and, eventually, the ‘Declaration of Elimination’. This paper provides guidance on the steps to be followed to assess the feasibility of creating T&T-free zones.

Abstract:

This article / study reflects on the digital technologies and online processes adopted for conducting South Africa’s 2021 municipal elections, and the degree to which this encourages the future use of additional digital technologies. It utilises theoretical perceptions of politics and technology to analyse the perspectives of politicians, IEC officials and voters. It discusses the Independent Electoral Commission’s (IEC) use of voter management devices (VMDs) and online voter facilities, which resolved the perennial challenge of double voting. It shows that, due to COVID-19, voter apathy and possibly manual voting, the voter turnout was low. It argues that technological progress made during the 2021 municipal elections should be used to suppress fears over the consequences of electronic voting. Limited access to the internet and electricity blackouts continue to limit the use of digital technology and online process in managing South African elections. However, the IEC could adopt parallel e-voting and manual voting processes, as it did successfully for voter registration during the 2021 municipal elections.

Abstract:

The United Nations High Commissioner for Refugees (UNHCR) and other humanitarian organisations now categorize the provision of education in emergencies as a humanitarian response to disaster. However, the very nature of an emergency situation makes the provision of education a daunting task. When entire populations are displaced and forced to live in camps as refugees in a host country, they are unlikely to have access to the physical infrastructure and other resources required for education, especially higher education. An innovative way of availing higher education opportunities to refugee populations is through distance education programmes, particularly those delivered through online e-learning platforms. As universities continue to embrace the role of humanitarian actors, they are increasingly recognizing that distance education programmes, more so e-learning ones, have the potential of reaching a wider population of refugees, enabling them access to education without requiring institutions to have a physical presence in a refugee camp. The actualization of this potential in a refugee camp setting, however, is not without challenges. Drawing on experiences from facilitating and managing a joint online certificate course targeted at refugees living in the Kakuma and Dadaab refugee camps in Kenya, this paper seeks to show that the challenges, ranging from physical distance to lack of computer skills, are doubly pronounced in refugee settings. Further, the paper highlights the innovative solutions that were used to mitigate the said challenges and shows how they can be adopted when designing distance e-learning programmes for both emergency and non-emergency situations in Africa.

Abstract:

Abstract Objective The association between feigned Attention-Deficit/Hyperactivity Disorder (ADHD) symptoms and intellectual functioning was examined in a sample of undergraduate students instructed to simulate ADHD. Method 90 undergraduate students completed the Wechsler Adult Intelligence Scale (WAIS-IV), b Test, and Green’s Word Memory Test (WMT) as part of a larger study [mean age 19.23 years (SD 1.67), range 17–26 years old; mean 12.47 years of education (SD .86); 58.9% female; 58.9% Caucasian, 32.2% African American, 8.9% Other]. Intra-individual variability (IIV) was calculated as standard deviation of the overall test battery mean for the 10 core WAIS-IV subtests. Results A moderate association was found between WAIS-IV IIV and b Test E-score (r = .397, p < .05). WAIS-IV IIV was also moderately associated with b Test errors (d errors r = .299, p < .05; commissions r = .284, p < .05; omissions r = .463, p < .01) and completion time (r = .332, p < .05). No significant relationships were found between WAIS-IV IIV and WMT performance. Conclusions Given that IIV within intellectual functioning was correlated with performance on b Test but not WMT, this suggests the variability in objectively measured intelligence for simulators is associated with feigned attentional symptoms but not feigned memory symptoms. These findings implicate detection of malingered symptom presentation for ADHD to be more sensitive in the attentional domain compared to memory. Therefore, performance validity tests assessing attentional abilities may be more applicable in diagnostic settings aimed at detection of ADHD.

An African proverb says “If a man is University Education Commission of India (1948-49), just after independence, felt the need of women’s e educated, an individual is educated. If a women is educated the entire family is educated”. Many states have large rural - urban differential in female literacy rate. Women power is crucial to the economic growth of any country. In recent times, people are realizing the value of women education. Even the low income families are willing to educate their children. Women are very important segment in development at local to global levels. Economic independence and education of women will go a long way in attaining self-reliance for women. The United Nations Development programme constituted eight Millennium Development Goals (MDG) for ensuring equity and peace across the world. The third Millennium Development Goal is directly related to the empowerment of women in India. What Indian women need therefore is not just empowerment, but a complete “Identity Revolution”.

Abstract:

STEAM-based learning is a global issue in early-childhood education practice. STEAM content becomes an integrative thematic approach as the main pillar of learning in kindergarten. This study aims to develop a conceptual and practical approach in the implementation of children's education by applying a modification from STEAM Learning to R-SLAMET. The research used a qualitative case study method with data collection through focus group discussions (FGD), involving early-childhood educator's research participants (n = 35), interviews, observation, document analysis such as videos, photos and portfolios. The study found several ideal categories through the use of narrative data analysis techniques. The findings show that educators gain an understanding of the change in learning orientation from competency indicators to play-based learning. Developing thematic play activities into continuum playing scenarios. STEAM learning content modification (Science, Technology, Engineering, Art and Math) to R-SLAMETS content (Religion, Science, Literacy, Art, Math, Engineering, Technology and Social study) in daily class activity. Children activities with R-SLAMETS content can be developed based on an integrative learning flow that empowers loose part media with local materials learning resources. Abstract:

Equal pay for equal work and work of equal value is recognised as a human right in international law. South Africa has introduced a specific provision in the EEA in the form of section 6(4) which sets out the causes of action in respect of equal pay claims. The causes of action are: (a) equal pay for the same work; (b) equal pay for substantially the same work; and (c) equal pay for work of equal value. In addition to the introduction of section 6(4) to the EEA, the Minister of Labour has published the Employment Equity Regulations of 2014 and a Code of Good Practice on Equal Pay for work of Equal Value. This constitutes the equal pay legal framework in terms of the EEA. The Regulations sets out the factors which should be used to evaluate whether two different jobs are of equal value. It further provides for the methodology which must be used to determine an equal pay dispute and it sets out factors which would justify a differentiation in pay. The Code provides practical guidance to both employers and employees regarding the application of the principle of equal pay for work of equal value in the workplace, inter alia. Regulation 7 sets out factors which would justify pay differentiation. These factors are: (a) seniority (length of service); (b) qualifications, ability and competence; (c) performance (quality of work); (d) where an employee is demoted as a result of organisational restructuring (or any other legitimate reason) without a reduction in pay and his salary remains the same until the remuneration of his co-employees in the same job category reaches his level (red-circling); (e) where a person is employed temporarily for the purpose of gaining experience (training) and as a result thereof receives different remuneration; (f) skills scarcity; and (g) any other relevant factor. If a difference in pay is based on any one or more of the above factors then it is not unfair discrimination if it is fair and rational. This is spelt out in regulation 7(1). In Pioneer Foods (Pty) Ltd v Workers Against Regression 2016 ZALCCT 14 the seniority (length of service) factor was at the fore in the Labour Court. The Labour Court, on appeal, reversed an arbitration award in which the Commissioner found that paying newly appointed drivers at an 80% rate for the first two years of employment as opposed to the 100% rate paid to drivers working longer than two years in terms of a collective agreement amounted to unfair discrimination in pay. The CCMA, in essence, regarded the factor of seniority as a ground of discrimination as opposed to a ground justifying pay differentiation. Pioneer Foods is noteworthy as it is one of the first reported cases from the Labour Court dealing with the relatively new equal pay legal framework. It raises the following important equal pay issues: (a) is seniority a ground of discrimination or a ground justifying pay differentiation? And (b) what is the role of a collective agreement and good industrial relations when determining an equal pay claim? The purpose of this note is to critically analyse these issues and guidance will be sought from South African Law, Foreign law and relevant ILO materials in this regard.

El 31 de diciembre de 2019, la Comisión Municipal de Salud de Wuhan (provincia de Hubei, China), notifica acerca de un conglomerado de casos de neumonía en la ciudad. Posteriormente, se determina que son causados por un nuevo coronavirus. En respuesta y después de arduas investigaciones, la Organización Mundial de la Salud (OMS) estipula, en su evaluación del 11 de marzo del 2020, que COVID-19 puede caracterizarse como una pandemia en razón de la alta letalidad del SARS-CoV-2 y su rápida propagación en el ámbito mundial. A partir de entonces, los esfuerzos de la comunidad científica se han orientado a determinar, por un lado, el origen del virus causante de COVID-19 y, por otro, a explicar la alta disparidad de contagios y decesos en diversas zonas geográficas. Una de las hipótesis más actuales en el campo de la epidemiología, a fin de explicar esta disparidad, refiere a una posible reacción cruzada en zonas endémicas o con incidencia de malaria y/o dengue que podría estar generando inmunidad contra COVID-19. El trabajo tiene dos objetivos 1. presentar el panorama contextual y analítico clínico en el que ha cobrado relevancia esta hipótesis 2. Someter a prueba la hipótesis de la inmunidad cruzada en el Estado de Quintana Roo, México, entidad que comparte condiciones climáticas y sanitarias con regiones endoepidémicas de África y América Latina, donde se realizaron los estudios pioneros sobre inmunidad cruzada. One of the most current hypotheses in the field of epidemiology, in order to explain this disparity, refers to a possible cross-reaction in endemic areas or areas with incidence of malaria and/or dengue that could be developing immunities against COVID-19. The work has two objectives: 1. to present the clinical contextual and analytical panorama in which this hypothesis has become relevant 2. To test the hypothesis of cross-immunity in the State of Quintana Roo, Mexico, an entity that shares climatic and sanitary conditions with endo-epidemic regions of Africa and Latin America, where the pioneering studies on cross-immunity were carried out. Methodology: to achieve the first objective, a study was carried out based on a specialized bibliographical review; For the scope of the second, an observational and ecological methodology was followed to analyze the epidemiological trends of COVID AND DENGUE, using the official data available to the public on the epidemiological surveillance site of the State of Quintana Roo (www.sinave.gob.mx). All COVID cases notified and confirmed by tests (RT-PCR) and the accumulated cases of Dengue (DNG) and Non-severe Dengue (DNG) were included in the database. In 2019-2020 and graphs were prepared for the presentation of the results.

Abstract:

Objective: To determine the number and distribution of paediatricians in Nigeria. It also aims to determine the association between paediatrician workforce and under five mortality (U5MR) and immunization coverageacross the six geopolitical zones of the country.Methods: The part II fellowship examination pass list of the West African College of Physicians and the National Postgraduate Medical College and the register and financial records of the Paediatric Association of Nigeria were searched for the purpose of the study. Using a structured questionnaire, personal and professional data was obtained frommembers at the 2011 Annual Paediatric Association of Nigeria Conference or via the Association’s website, email network and phone calls to Departments of Paediatrics in institutions (private and public) across the Country. Data on the paediatricians residing within Nigeria was then extracted from the comprehensive database and subsequently analyzed.Population data, mortality and immunization rates were obtained from the National Population Commission census and their most recent National Demographic health survey in Nigeria. Correlations were drawn betweennumber of paediatricians and U5MR and diphtheria-pertussistetanus(DPT) vaccine coverage.Results: There were 492 practicing paediatricians in Nigeria at theend of year 2011, comprising 282 (57.3%) males and 210 (42.7%)females; 476 (96.7%). Majority (84.7%) worked for the governmentwith 97% of them in hospital settings, mostly tertiary centres (344=88%). Lagos State had the highest number (85; 17.9%) of practicing paediatricians followed by the Federal Capital Territory with 37 (7.8%) paediatricians. More than two thirds of the paediatricians (336; 70.6%) were practicing in the southern part of the country. The average child:p a e d i a t r i c i a n r a t i o wa s 157,878:1for the country. TheNorth East zone had the highest chi ld- to-pa ediat r ician rat io (718,412:1) while South West had the lowest ratio (95,682:1).Higher absolute numbers of paediatricians in each zone were associatedwi th lower U5MR (Spearman ñ=-0.94, p=0.0048), accounting for 84% of the variability among zones. Higher ratios of child-to-paediatrician were significantly associated with higher U5MR (Spearman ñ=0.82, p=0.04,linear R2=0.73) and marginally with lower DPT coverage by geopoliticalzone (Spearman ñ=-0.77, p=0.07, linear R2=0.59).Conclusion: The study reveals that the number of paediatricians inNigeria is grossly inadequate with a huge child-to-paediatrician ratio.There is also an uneven distribution of the paediatricians with higher numbers in the southern states. Zones of the country with lower child-to-paediatrician ratios also experienced lower U5MR. Abstract:

We explored the sustainable business practices of selected Philippine corporations that promote the quest for peace. We used three key indicators of sustainable business practices, namely, fostering economic development, espousing corporate citizenship, and respecting the rule of law, as our variables to measure our sustainable business practices construct. On the other hand, we adopted sustainable development and sound business environmental our variables to measure the quest for peace construct. We assumed that sustainable business practices and quest for peace are interlinked and mutually reinforcing. We anchored our study on the Theories of Positive Peace, Sustainable Development, and Humanistic Management. We used the qualitative exploratory research design and the holistic multiple case study research strategy. We used the qualitative exploratory research design and the holistic multiple case study research strategy. We selected through the non-probability purposive sampling technique, the 20 Publicly - Listed Companies in the Philippines. We then, utilized the monomethod as the data collection technique for selecting the Sustainability Reports published in 2018 and uploaded in the websites of the respective corporations. With this deductive approach, we specifically adopted the pattern matching analytical procedure in the process of our content analysis of information from the Sustainability Reports. Results on fostering economic development revealed numerous jobs created, training and development, as well as trade and business development programs and activities executed. Analysis on espousing corporate citizenship disclosed many programs and activities related to encourage the use of voice from the firm, community engagement, and governance implemented. Findings on respecting the rule of law showed also various programs and activities that cover compliance with Philippine laws, international laws, and environmental standards. Findings also indicated that the nexus of sustainable business practices and the quest for peace aims to build companies of enduring greatness by doing good and working toward a sustainable future. In conducting responsible business, they were able to help in attaining positive peace in our coun try, which, in return, is essential for sustainable development, as manifested by their significant contribution in achieving sustainable development/growth, working closely with regulators to achieve shared goals; and protecting the environment and preserving natural resources. We recommend that there should be a coordinated effort of all the stakeholders to ensure that there is an integrated and holistic approach in the sustainability of the business sector to promote positive peace.We also propose to undertake further research on employing quantitative approach by using business, financial, and socio-economic indicators to address the limitations of this study. Abstract Objective To update the “Testosterone Therapy in Men With Androgen Deficiency Syndromes” guideline published in 2010. Participants The participants include an Endocrine Society–appointed task force of 10 medical content experts and a clinical practice guideline methodologist. Evidence This evidence-based guideline was developed using the Grading of Recommendations, Assessment, Development, and Evaluation approach to describe the strength of recommendations and the quality of evidence. The task force commissioned two systematic reviews and used the best available evidence from other published systematic reviews and individual studies. Consensus Process One group meeting, several conference calls, and e-mail communications facilitated consensus development. Endocrine Society committees and members and the cosponsoring organization were invited to review and comment on preliminary drafts of the guideline. Conclusions We recommend making a diagnosis of hypogonadism only in men with symptoms and signs consistent with testosterone (T) deficiency and unequivocally and consistently low serum T concentrations. We recommend measuring fasting morning total T concentrations using an accurate and reliable assay as the initial diagnostic test. We recommend confirming the diagnosis by repeating the measurement of morning fasting total T concentrations. In men whose total T is near the lower limit of normal or who have a condition that alters sex hormone–binding globulin, we recommend obtaining a free T concentration using either equilibrium dialysis or estimating it using an accurate formula. In men determined to have androgen deficiency, we recommend additional diagnostic evaluation to ascertain the cause of androgen deficiency. We recommend T therapy for men with symptomatic T deficiency to induce and maintain secondary sex characteristics and correct symptoms of hypogonadism after discussing the potential benefits and risks of therapy and of monitoring therapy and involving the patient in decision making. We recommend against starting T therapy in patients who are planning fertility in the near term or have any of the following conditions: breast or prostate cancer, a palpable prostate nodule or induration, prostate-specific antigen level > 4 ng/mL, prostate-specific antigen > 3 ng/mL in men at increased risk of prostate cancer (e.g., African Americans and men with a first-degree relative with diagnosed prostate cancer) without further urological evaluation, elevated hematocrit, untreated severe obstructive sleep apnea, severe lower urinary tract symptoms, uncontrolled heart failure, myocardial infarction or stroke within the last 6 months, or thrombophilia. We suggest that when clinicians institute T therapy, they aim at achieving T concentrations in the mid-normal range during treatment with any of the approved formulations, taking into consideration patient preference, pharmaco*kinetics, formulation-specific adverse effects, treatment burden, and cost. Clinicians should monitor men receiving T therapy using a standardized plan that includes: evaluating symptoms, adverse effects, and compliance; measuring serum T and hematocrit concentrations; and evaluating prostate cancer risk during the first year after initiating T therapy.

The crude comes from oil fields in Block A, comprising 3083 km2 of the Khmer basin in the oil-rich Gulf of Thailand, off the southwestern coast of Sihanoukville. The concession will progress in phases once new wells are commissioned and completed. Kelvin Tang, chief executive of KrisEnergy’s Cambodian operations, called the 29 December event “an important strategic milestone” for the company, while Prime Minister Hun Sen hailed the first extraction as “a new achievement for Cambodia’s economy” and “a huge gift for our nation.” Ironbark Australian Exploration Well Declared Dry; Co-Owner Stocks Plummet BP has come up dry at its Ironbark-1 exploration well, the anticipated multi-trillion-scf prospect off the west Australian Pilbara coast. The disappointing prospect was once seen as a potential gas supplier to the emptying North West Shelf (NWS) LNG plant, where BP is a co-owner, within 5 to 10 years. Heirs Holdings Buys 45% of Shell Nigeria’s OML 17 Field Shell Nigeria announced on 15 January it had completed a $533 million sale of its stakes in an onshore OML 17 oil field in Nigeria to African strategic investor Heirs Holdings, Nigeria’s largest publicly listed conglomerate. The deal is one of the largest oil and gas financings in Africa in more than a decade, with a financing component of $1.1 billion provided by a consortium of global and regional banks and investors. Heirs Holdings, in partnership with Transcorp, one of the largest power producers in Nigeria with 2000 MW of installed capacity, purchased 45% stake in the field. It acquired the stakes of Shell, Total, and Eni to further its expansion into the oil and gas industry. Apex Discovers Oil in Egypt’s Western Desert Privately held independent E&P firm Apex International Energy, backed in part by UK energy investment firm Blue Water Energy, on 18 January announced a discovery in the Southeast Meleiha Concession (SEM) in the western desert of Egypt. The discovery was made at the SEMZ-11X well located 10 km west of Zarif field, the nearest producing field. The well was drilled to a total depth of 5,700 ft and encountered 65 ft of oil pay in the Cretaceous sandstones of the Bahariya and Abu Roash G formations. Testing of the Bahariya resulted in a peak rate of 2,100 B/D with no water. Additional uphole pay exists in the Bahariya and Abu Roash G formations that can be added to the production stream in the future. Kosmos Announces Oil at Winterfell Well Dallas-based E&P independent Kosmos Energy announced on 19 January an oil discovery in deepwater US Gulf of Mexico. The Winterfell discovery well, the product of infrastructure-led exploration (ILX), was drilled to a total depth of approximately 23,000 ft and is located in approximately 5,300 ft of water. This subsalt Upper Miocene prospect in off-shore Louisiana encountered approximately 85 ft of net oil pay in two intervals. ILX exploration, which has featured prominently in upstream operators’ portfolios in recent years of relatively low oil prices, is exploration around producing hubs that can be hooked up to those facilities easily and cheaply. The development sidesteps the need for costly and time-consuming individual hub construction. Equinor Gets Permit To Drill North Sea Wildcat Well The Norwegian Petroleum Directorate has granted Equinor a drilling permit for wildcat well 31/11-1 S in the North Sea offshore Norway, 62 km south of the Troll field. The drilling program is the first exploration well to be drilled in production license 785 S, awarded on 6 February 2015 (APA 2014). Operator Equinor and Total E&P Norge are 50/50 partners in the license, which consists of parts of Blocks 26/2 and 31/11. Petrobras, ExxonMobil Hit Hydrocarbons at Urissanê Well, Offshore Brazil Brazilian state-owned Petrobras announced on 29 January it had discovered hydrocarbons in a well located in the Campos Basin presalt off Brazil’s coast of Campos dos Gotyacaze in the State of Rio de Janeiro. Well 1-BRSA-1377-RJS (informally called Urissanê) is located in Block C-M-411, at a depth of 2950 m approximately 200 km offshore. Petrobras, which operates the block in a 50/50 partnership with Exxon Mobil, said it would analyze the well data to better target exploratory activities and assess the potential of the discovery. BP Offloads 20% Share of Oman’s Block 61 To PTTEP Marking another significant step in its divestment program, BP will sell a 20% participating interest in Oman’s 3950 km2 Block 61 in central Oman to Thailand’s national PTT Exploration and Production (PTTEP) for $2.59 billion. BP will remain operator of the block, holding a 40% interest.‎ The sale comprises $2.45 billion payable on completion and $140 million payable contingent on preagreed conditions.‎ After the sale, BP will hold 40% interest in Block 61, while OQ holds 30%, PTTEP ‎20%, and ‎Petronas 10%.‎ Block 61 contains the largest tight gas development in the Middle East.

Abstract:

We probed what are the sustainability initiatives of the selected Publicly Listed Companies in the Philippines that are advancing the pursuit of the UN Sustainable Development Goals, particularly on Good Health and Well-Being and Quality Education. Specifically, we mapped the sustainability programs implemented by the sample companies that are aligned with the 17 UN SDGs. We also determined if these UN SDGs are embedded and articulated in their corporate vision-mission statements. Then, we identified the explicit programs that were implemented by the selected firms that are advancing the pursuit of a few specific targets of SDG#3 and SDG#4. We anchored our study on the theories of Sustainable Development and Humanistic Management and used qualitative descriptive and exploratory research designs. We utilized purposive sampling to select the 20 Publicly Listed Companies based on four criteria. We employed content analysis to determine their specific programs from their Sustainability Reports and/or Annual Reports. Our numeral mapping analysis revealed that the average number of implemented programs related to the 17 UN SDGs by the sample corporations is 11(65%). Companies are pursuing all 17 SDGs while some implemented only six programs. Our data further showed that overall, 15 out of 20 (75%) corporations have articulated and embedded the essence of the UN SDGs either in their vision or mission or combined vision-mission statements. On SDG#3, our findings disclosed that all (100%) of the 20 sampled corporations implemented definite programs for "ending epidemics and communicable diseases" with specific reference to the COVID-19 pandemic in 2020. On SDG#3, our findings divulged that 13 out of the 20 (65%) sampled firms implemented specific programs that directly addressed the target of "achieving health coverage and wellness for all at all ages." On SDG#4, our results indicated that all (100%) of the 20 sample corporations have implemented programs on quality education. Our propositions that there are specific sustainability programs implemented by the selected Publicly Listed Companies that contributed to achieving Health and Well-Being, as well as Quality Education, were confirmed. We recommended including non-publicly listed companies across industries, increasing the sample size, and using of mixed method design in the methodology for a more rigorous investigation of the achievements and impact of SDG target indicators for future research. Abstract:

Abstract Introduction Effective recruitment and subsequent enrollment of diverse populations is often a challenge in randomized controlled trials, especially those focused on weight loss. In the civilian literature, individuals identified as racial and ethnic minorities, men, and younger and older adults are poorly represented in weight loss interventions. There are limited weight loss trials within military populations, and to our knowledge, none reported participant characteristics associated with enrollment. There may be unique motives and barriers for active duty personnel for enrollment in weight management trials. Given substantial costs and consequences of overweight and obesity in the U.S. military, identifying predictors and limitations to diverse enrollment can inform future interventions within this population. The study aims to describe the recruitment, screening, and enrollment process of a military weight loss intervention. Demographic and lifestyle characteristics of military personnel lost between screening and randomization are compared to characteristics of personnel randomized in the study and characteristics of the Air Force in general. Materials and Methods The Fit Blue study, a randomized controlled behavioral weight loss trial for active duty personnel, was approved by the Institutional Review Board of the Wilford Hall Ambulatory Surgical Center in San Antonio, TX, USA and acknowledged by the Institutional Review Board at the University of Tennessee Health Science Center. Logistic regressions compared participant demographics, anthropometric data, and health behaviors between personnel that attended a screening visit but were not randomized and those randomized. Multivariable models were constructed for the likelihood of being randomized using a liberal entry and stay criteria of 0.10 for the p-values in a stepwise variable selection algorithm. Descriptive statistics compared the randomized Fit Blue cohort demographics to those of the U.S. Air Force Results In univariate analyses, older age (p < 0.02), having a college degree or higher (p < 0.007) and higher military rank (p < 0.02) were associated with completing the randomization process. The randomized cohort reported a lower percentage of total daily kilocalories for fat compared to the non-randomized cohort (p = 0.033). The non-randomized cohort reported more total minutes and intensity of physical activity (p = 0.073). In the multivariate model, only those with a college degree or higher were 3.2 times more likely to go onto randomization. (OR = 3.2, 95% CI = 2.0, 5.6, p < 0.0001). The Fit Blue study included a higher representation of personnel who identified as African American (19.4% versus 15.0%) and Hispanic/Latino (22.7% versus 14.3%) compared with the U.S. Air Force in general; however, men were underrepresented (49.4% versus 80.0%). Perhaps, highly educated personnel are more invested in a military career, and thus, more concerned with consequences of failing required fitness tests. Thus, it may be important for future weight loss interventions to focus recruitment on less-educated personnel. Results suggest that weight loss interventions within a military population offer a unique opportunity to recruit a higher prevalence of males and individuals who identify as racial or ethnic minorities which are populations commonly underrepresented in weight loss research.

Abstract:

Education in Oceania continues to reflect the embedded implicit and explicit colonial practices and processes from the past. This paper conceptualises a cultural approach to education and leadership appropriate and relevant to the Republic of the Marshall Islands. As elementary school leaders, we highlight Kanne Lobal, a traditional Marshallese navigation practice based on indigenous language, values and practices. We conceptualise and develop Kanne Lobal in this paper as a framework for understanding the usefulness of our indigenous knowledge in leadership and educational practices within formal education. Through bwebwenato, a method of talk story, our key learnings and reflexivities were captured. We argue that realising the value of Marshallese indigenous knowledge and practices for school leaders requires purposeful training of the ways in which our knowledge can be made useful in our professional educational responsibilities. Drawing from our Marshallese knowledge is an intentional effort to inspire, empower and express what education and leadership partnership means for Marshallese people, as articulated by Marshallese themselves. Introduction As noted in the call for papers within the Waikato Journal of Education (WJE) for this special issue, bodies of knowledge and histories in Oceania have long sustained generations across geographic boundaries to ensure cultural survival. For Marshallese people, we cannot really know ourselves “until we know how we came to be where we are today” (Walsh, Heine, Bigler & Stege, 2012). Jitdam Kapeel is a popular Marshallese concept and ideal associated with inquiring into relationships within the family and community. In a similar way, the practice of relating is about connecting the present and future to the past. Education and leadership partnerships are linked and we look back to the past, our history, to make sense and feel inspired to transform practices that will benefit our people. In this paper and in light of our next generation, we reconnect with our navigation stories to inspire and empower education and leadership. Kanne lobal is part of our navigation stories, a conceptual framework centred on cultural practices, values, and concepts that embrace collective partnerships. Our link to this talanoa vā with others in the special issue is to attempt to make sense of connections given the global COVID-19 context by providing a Marshallese approach to address the physical and relational “distance” between education and leadership partnerships in Oceania. Like the majority of developing small island nations in Oceania, the Republic of the Marshall Islands (RMI) has had its share of educational challenges through colonial legacies of the past which continues to drive education systems in the region (Heine, 2002). The historical administration and education in the RMI is one of colonisation. Successive administrations by the Spanish, German, Japanese, and now the US, has resulted in education and learning that privileges western knowledge and forms of learning. This paper foregrounds understandings of education and learning as told by the voices of elementary school leaders from the RMI. The move to re-think education and leadership from Marshallese perspectives is an act of shifting the focus of bwebwenato or conversations that centres on Marshallese language and worldviews. The concept of jelalokjen was conceptualised as traditional education framed mainly within the community context. In the past, jelalokjen was practiced and transmitted to the younger generation for cultural continuity. During the arrival of colonial administrations into the RMI, jelalokjen was likened to the western notions of education and schooling (Kupferman, 2004). Today, the primary function of jelalokjen, as traditional and formal education, it is for “survival in a hostile [and challenging] environment” (Kupferman, 2004, p. 43). Because western approaches to learning in the RMI have not always resulted in positive outcomes for those engaged within the education system, as school leaders who value our cultural knowledge and practices, and aspire to maintain our language with the next generation, we turn to Kanne Lobal, a practice embedded in our navigation stories, collective aspirations, and leadership. The significance in the development of Kanne Lobal, as an appropriate framework for education and leadership, resulted in us coming together and working together. Not only were we able to share our leadership concerns, however, the engagement strengthened our connections with each other as school leaders, our communities, and the Public Schooling System (PSS). Prior to that, many of us were in competition for resources. Educational Leadership: IQBE and GCSL Leadership is a valued practice in the RMI. Before the IQBE programme started in 2018, the majority of the school leaders on the main island of Majuro had not engaged in collaborative partnerships with each other before. Our main educational purpose was to achieve accreditation from the Western Association of Schools and Colleges (WASC), an accreditation commission for schools in the United States. The WASC accreditation dictated our work and relationships and many school leaders on Majuro felt the pressure of competition against each other. We, the authors in this paper, share our collective bwebwenato, highlighting our school leadership experiences and how we gained strength from our own ancestral knowledge to empower “us”, to collaborate with each other, our teachers, communities, as well as with PSS; a collaborative partnership we had not realised in the past. The paucity of literature that captures Kajin Majol (Marshallese language) and education in general in the RMI is what we intend to fill by sharing our reflections and experiences. To move our educational practices forward we highlight Kanne Lobal, a cultural approach that focuses on our strengths, collective social responsibilities and wellbeing. For a long time, there was no formal training in place for elementary school leaders. School principals and vice principals were appointed primarily on their academic merit through having an undergraduate qualification. As part of the first cohort of fifteen school leaders, we engaged in the professional training programme, the Graduate Certificate in School Leadership (GCSL), refitted to our context after its initial development in the Solomon Islands. GCSL was coordinated by the Institute of Education (IOE) at the University of the South Pacific (USP). GCSL was seen as a relevant and appropriate training programme for school leaders in the RMI as part of an Asia Development Bank (ADB) funded programme which aimed at “Improving Quality Basic Education” (IQBE) in parts of the northern Pacific. GCSL was managed on Majuro, RMI’s main island, by the director at the time Dr Irene Taafaki, coordinator Yolanda McKay, and administrators at the University of the South Pacific’s (USP) RMI campus. Through the provision of GCSL, as school leaders we were encouraged to re-think and draw-from our own cultural repository and connect to our ancestral knowledge that have always provided strength for us. This kind of thinking and practice was encouraged by our educational leaders (Heine, 2002). We argue that a culturally-affirming and culturally-contextual framework that reflects the lived experiences of Marshallese people is much needed and enables the disruption of inherent colonial processes left behind by Western and Eastern administrations which have influenced our education system in the RMI (Heine, 2002). Kanne Lobal, an approach utilising a traditional navigation has warranted its need to provide solutions for today’s educational challenges for us in the RMI. Education in the Pacific Education in the Pacific cannot be understood without contextualising it in its history and culture. It is the same for us in the RMI (Heine, 2002; Walsh et al., 2012). The RMI is located in the Pacific Ocean and is part of Micronesia. It was named after a British captain, John Marshall in the 1700s. The atolls in the RMI were explored by the Spanish in the 16th century. Germany unsuccessfully attempted to colonize the islands in 1885. Japan took control in 1914, but after several battles during World War II, the US seized the RMI from them. In 1947, the United Nations made the island group, along with the Mariana and Caroline archipelagos, a U.S. trust territory (Walsh et al, 2012). Education in the RMI reflects the colonial administrations of Germany, Japan, and now the US. Before the turn of the century, formal education in the Pacific reflected western values, practices, and standards. Prior to that, education was informal and not binded to formal learning institutions (Thaman, 1997) and oral traditions was used as the medium for transmitting learning about customs and practices living with parents, grandparents, great grandparents. As alluded to by Jiba B. Kabua (2004), any “discussion about education is necessarily a discussion of culture, and any policy on education is also a policy of culture” (p. 181). It is impossible to promote one without the other, and it is not logical to understand one without the other. Re-thinking how education should look like, the pedagogical strategies that are relevant in our classrooms, the ways to engage with our parents and communities - such re-thinking sits within our cultural approaches and frameworks. Our collective attempts to provide a cultural framework that is relevant and appropriate for education in our context, sits within the political endeavour to decolonize. This means that what we are providing will not only be useful, but it can be used as a tool to question and identify whether things in place restrict and prevent our culture or whether they promote and foreground cultural ideas and concepts, a significant discussion of culture linked to education (Kabua, 2004). Donor funded development aid programmes were provided to support the challenges within education systems. Concerned with the persistent low educational outcomes of Pacific students, despite the prevalence of aid programmes in the region, in 2000 Pacific educators and leaders with support from New Zealand Aid (NZ Aid) decided to intervene (Heine, 2002; Taufe’ulungaki, 2014). In April 2001, a group of Pacific educators and leaders across the region were invited to a colloquium funded by the New Zealand Overseas Development Agency held in Suva Fiji at the University of the South Pacific. The main purpose of the colloquium was to enable “Pacific educators to re-think the values, assumptions and beliefs underlying [formal] schooling in Oceania” (Benson, 2002). Leadership, in general, is a valued practice in the RMI (Heine, 2002). Despite education leadership being identified as a significant factor in school improvement (Sanga & Chu, 2009), the limited formal training opportunities of school principals in the region was a persistent concern. As part of an Asia Development Bank (ADB) funded project, the Improve Quality Basic Education (IQBE) intervention was developed and implemented in the RMI in 2017. Mentoring is a process associated with the continuity and sustainability of leadership knowledge and practices (Sanga & Chu, 2009). It is a key aspect of building capacity and capabilities within human resources in education (ibid). Indigenous knowledges and education research According to Hilda Heine, the relationship between education and leadership is about understanding Marshallese history and culture (cited in Walsh et al., 2012). It is about sharing indigenous knowledge and histories that “details for future generations a story of survival and resilience and the pride we possess as a people” (Heine, cited in Walsh et al., 2012, p. v). This paper is fuelled by postcolonial aspirations yet is grounded in Pacific indigenous research. This means that our intentions are driven by postcolonial pursuits and discourses linked to challenging the colonial systems and schooling in the Pacific region that privileges western knowledge and learning and marginalises the education practices and processes of local people (Thiong’o, 1986). A point of difference and orientation from postcolonialism is a desire to foreground indigenous Pacific language, specifically Majin Majol, through Marshallese concepts. Our collective bwebwenato and conversation honours and values kautiej (respect), jouj eo mour eo (reciprocity), and jouj (kindness) (Taafaki & Fowler, 2019). Pacific leaders developed the Rethinking Pacific Education Initiative for and by Pacific People (RPEIPP) in 2002 to take control of the ways in which education research was conducted by donor funded organisations (Taufe’ulungaki, 2014). Our former president, Dr Hilda Heine was part of the group of leaders who sought to counter the ways in which our educational and leadership stories were controlled and told by non-Marshallese (Heine, 2002). As a former minister of education in the RMI, Hilda Heine continues to inspire and encourage the next generation of educators, school leaders, and researchers to re-think and de-construct the way learning and education is conceptualised for Marshallese people. The conceptualisation of Kanne Lobal acknowledges its origin, grounded in Marshallese navigation knowledge and practice. Our decision to unpack and deconstruct Kanne Lobal within the context of formal education and leadership responds to the need to not only draw from indigenous Marshallese ideas and practice but to consider that the next generation will continue to be educated using western processes and initiatives particularly from the US where we get a lot of our funding from. According to indigenous researchers Dawn Bessarab and Bridget Ng’andu (2010), doing research that considers “culturally appropriate processes to engage with indigenous groups and individuals is particularly pertinent in today’s research environment” (p. 37). Pacific indigenous educators and researchers have turned to their own ancestral knowledge and practices for inspiration and empowerment. Within western research contexts, the often stringent ideals and processes are not always encouraging of indigenous methods and practices. However, many were able to ground and articulate their use of indigenous methods as being relevant and appropriate to capturing the realities of their communities (Nabobo-Baba, 2008; Sualii-Sauni & Fulu-Aiolupotea, 2014; Thaman, 1997). At the same time, utilising Pacific indigenous methods and approaches enabled research engagement with their communities that honoured and respected them and their communities. For example, Tongan, Samoan, and Fijian researchers used the talanoa method as a way to capture the stories, lived realities, and worldviews of their communities within education in the diaspora (Fa’avae, Jones, & Manu’atu, 2016; Nabobo-Baba, 2008; Sualii-Sauni & Aiolupotea, 2014; Vaioleti, 2005). Tok stori was used by Solomon Islander educators and school leaders to highlight the unique circles of conversational practice and storytelling that leads to more positive engagement with their community members, capturing rich and meaningful narratives as a result (Sanga & Houma, 2004). The Indigenous Aborigine in Australia utilise yarning as a “relaxed discussion through which both the researcher and participant journey together visiting places and topics of interest relevant” (Bessarab & Ng’andu, 2010, p. 38). Despite the diverse forms of discussions and storytelling by indigenous peoples, of significance are the cultural protocols, ethics, and language for conducting and guiding the engagement (Bessarab & Ng’andu, 2010; Nabobo-Baba, 2008; Sualii-Sauni & Aiolupotea, 2014). Through the ethics, values, protocols, and language, these are what makes indigenous methods or frameworks unique compared to western methods like in-depth interviews or semi-structured interviews. This is why it is important for us as Marshallese educators to frame, ground, and articulate how our own methods and frameworks of learning could be realised in western education (Heine, 2002; Jetnil-Kijiner, 2014). In this paper, we utilise bwebwenato as an appropriate method linked to “talk story”, capturing our collective stories and experiences during GCSL and how we sought to build partnerships and collaboration with each other, our communities, and the PSS. Bwebwenato and drawing from Kajin Majel Legends and stories that reflect Marshallese society and its cultural values have survived through our oral traditions. The practice of weaving also holds knowledge about our “valuable and earliest sources of knowledge” (Taafaki & Fowler, 2019, p. 2). The skilful navigation of Marshallese wayfarers on the walap (large canoes) in the ocean is testament of their leadership and the value they place on ensuring the survival and continuity of Marshallese people (Taafaki & Fowler, 2019; Walsh et al., 2012). During her graduate study in 2014, Kathy Jetnil-Kijiner conceptualised bwebwenato as being the most “well-known form of Marshallese orality” (p. 38). The Marshallese-English dictionary defined bwebwenato as talk, conversation, story, history, article, episode, lore, myth, or tale (cited in Jetnil Kijiner, 2014). Three years later in 2017, bwebwenato was utilised in a doctoral project by Natalie Nimmer as a research method to gather “talk stories” about the experiences of 10 Marshallese experts in knowledge and skills ranging from sewing to linguistics, canoe-making and business. Our collective bwebwenato in this paper centres on Marshallese ideas and language. The philosophy of Marshallese knowledge is rooted in our “Kajin Majel”, or Marshallese language and is shared and transmitted through our oral traditions. For instance, through our historical stories and myths. Marshallese philosophy, that is, the knowledge systems inherent in our beliefs, values, customs, and practices are shared. They are inherently relational, meaning that knowledge systems and philosophies within our world are connected, in mind, body, and spirit (Jetnil-Kijiner, 2014; Nimmer, 2017). Although some Marshallese believe that our knowledge is disappearing as more and more elders pass away, it is therefore important work together, and learn from each other about the knowledges shared not only by the living but through their lamentations and stories of those who are no longer with us (Jetnil-Kijiner, 2014). As a Marshallese practice, weaving has been passed-down from generation to generation. Although the art of weaving is no longer as common as it used to be, the artefacts such as the “jaki-ed” (clothing mats) continue to embody significant Marshallese values and traditions. For our weavers, the jouj (check spelling) is the centre of the mat and it is where the weaving starts. When the jouj is correct and weaved well, the remainder and every other part of the mat will be right. The jouj is symbolic of the “heart” and if the heart is prepared well, trained well, then life or all other parts of the body will be well (Taafaki & Fowler, 2019). In that light, we have applied the same to this paper. Conceptualising and drawing from cultural practices that are close and dear to our hearts embodies a significant ontological attempt to prioritize our own knowledge and language, a sense of endearment to who we are and what we believe education to be like for us and the next generation. The application of the phrase “Majolizing '' was used by the Ministry of Education when Hilda Heine was minister, to weave cultural ideas and language into the way that teachers understand the curriculum, develop lesson plans and execute them in the classroom. Despite this, there were still concerns with the embedded colonized practices where teachers defaulted to eurocentric methods of doing things, like the strategies provided in the textbooks given to us. In some ways, our education was slow to adjust to the “Majolizing '' intention by our former minister. In this paper, we provide Kanne Lobal as a way to contribute to the “Majolizing intention” and perhaps speed up yet still be collectively responsible to all involved in education. Kajin Wa and Kanne Lobal “Wa” is the Marshallese concept for canoe. Kajin wa, as in canoe language, has a lot of symbolic meaning linked to deeply-held Marshallese values and practices. The canoe was the foundational practice that supported the livelihood of harsh atoll island living which reflects the Marshallese social world. The experts of Kajin wa often refer to “wa” as being the vessel of life, a means and source of sustaining life (Kelen, 2009, cited in Miller, 2010). “Jouj” means kindness and is the lower part of the main hull of the canoe. It is often referred to by some canoe builders in the RMI as the heart of the canoe and is linked to love. The jouj is one of the first parts of the canoe that is built and is “used to do all other measurements, and then the rest of the canoe is built on top of it” (Miller, 2010, p. 67). The significance of the jouj is that when the canoe is in the water, the jouj is the part of the hull that is underwater and ensures that all the cargo and passengers are safe. For Marshallese, jouj or kindness is what living is about and is associated with selflessly carrying the responsibility of keeping the family and community safe. The parts of the canoe reflect Marshallese culture, legend, family, lineage, and kinship. They embody social responsibilities that guide, direct, and sustain Marshallese families’ wellbeing, from atoll to atoll. For example, the rojak (boom), rojak maan (upper boom), rojak kōrā (lower boom), and they support the edges of the ujelā/ujele (sail) (see figure 1). The literal meaning of rojak maan is male boom and rojak kōrā means female boom which together strengthens the sail and ensures the canoe propels forward in a strong yet safe way. Figuratively, the rojak maan and rojak kōrā symbolise the mother and father relationship which when strong, through the jouj (kindness and love), it can strengthen families and sustain them into the future. Parts of the canoe Source: https://www.canoesmarshallislands.com/2014/09/names-of-canoe-parts/ From a socio-cultural, communal, and leadership view, the canoe (wa) provides understanding of the relationships required to inspire and sustain Marshallese peoples’ education and learning. We draw from Kajin wa because they provide cultural ideas and practices that enable understanding of education and leadership necessary for sustaining Marshallese people and realities in Oceania. When building a canoe, the women are tasked with the weaving of the ujelā/ujele (sail) and to ensure that it is strong enough to withstand long journeys and the fierce winds and waters of the ocean. The Kanne Lobal relates to the front part of the ujelā/ujele (sail) where the rojak maan and rojak kōrā meet and connect (see the red lines in figure 1). Kanne Lobal is linked to the strategic use of the ujelā/ujele by navigators, when there is no wind north wind to propel them forward, to find ways to capture the winds so that their journey can continue. As a proverbial saying, Kanne Lobal is used to ignite thinking and inspire and transform practice particularly when the journey is rough and tough. In this paper we draw from Kanne Lobal to ignite, inspire, and transform our educational and leadership practices, a move to explore what has always been meaningful to Marshallese people when we are faced with challenges. The Kanne Lobal utilises our language, and cultural practices and values by sourcing from the concepts of jouj (kindness, love), kautiej (respect), and jouj eo mour eo (reciprocity). A key Marshallese proverb, “Enra bwe jen lale rara”, is the cultural practice where families enact compassion through the sharing of food in all occurrences. The term “enra” is a small basket weaved from the coconut leaves, and often used by Marshallese as a plate to share and distribute food amongst each other. Bwe-jen-lale-rara is about noticing and providing for the needs of others, and “enra” the basket will help support and provide for all that are in need. “Enra-bwe-jen-lale-rara” is symbolic of cultural exchange and reciprocity and the cultural values associated with building and maintaining relationships, and constantly honouring each other. As a Marshallese practice, in this article we share our understanding and knowledge about the challenges as well as possible solutions for education concerns in our nation. In addition, we highlight another proverb, “wa kuk wa jimor”, which relates to having one canoe, and despite its capacity to feed and provide for the individual, but within the canoe all people can benefit from what it can provide. In the same way, we provide in this paper a cultural framework that will enable all educators to benefit from. It is a framework that is far-reaching and relevant to the lived realities of Marshallese people today. Kumit relates to people united to build strength, all co-operating and working together, living in peace, harmony, and good health. Kanne Lobal: conceptual framework for education and leadership An education framework is a conceptual structure that can be used to capture ideas and thinking related to aspects of learning. Kanne Lobal is conceptualised and framed in this paper as an educational framework. Kanne Lobal highlights the significance of education as a collective partnership whereby leadership is an important aspect. Kanne Lobal draws-from indigenous Marshallese concepts like kautiej (respect), jouj eo mour eo (reciprocity), and jouj (kindness, heart). The role of a leader, including an education leader, is to prioritise collective learning and partnerships that benefits Marshallese people and the continuity and survival of the next generation (Heine, 2002; Thaman, 1995). As described by Ejnar Aerōk, an expert canoe builder in the RMI, he stated: “jerbal ippān doon bwe en maron maan wa e” (cited in Miller, 2010, p. 69). His description emphasises the significance of partnerships and working together when navigating and journeying together in order to move the canoe forward. The kubaak, the outrigger of the wa (canoe) is about “partnerships”. For us as elementary school leaders on Majuro, kubaak encourages us to value collaborative partnerships with each other as well as our communities, PSS, and other stakeholders. Partnerships is an important part of the Kanne Lobal education and leadership framework. It requires ongoing bwebwenato – the inspiring as well as confronting and challenging conversations that should be mediated and negotiated if we and our education stakeholders are to journey together to ensure that the educational services we provide benefits our next generation of young people in the RMI. Navigating ahead the partnerships, mediation, and negotiation are the core values of jouj (kindness, love), kautiej (respect), and jouj eo mour eo (reciprocity). As an organic conceptual framework grounded in indigenous values, inspired through our lived experiences, Kanne Lobal provides ideas and concepts for re-thinking education and leadership practices that are conducive to learning and teaching in the schooling context in the RMI. By no means does it provide the solution to the education ills in our nation. However, we argue that Kanne Lobal is a more relevant approach which is much needed for the negatively stigmatised system as a consequence of the various colonial administrations that have and continue to shape and reframe our ideas about what education should be like for us in the RMI. Moreover, Kannel Lobal is our attempt to decolonize the framing of education and leadership, moving our bwebwenato to re-framing conversations of teaching and learning so that our cultural knowledge and values are foregrounded, appreciated, and realised within our education system. Bwebwenato: sharing our stories In this section, we use bwebwenato as a method of gathering and capturing our stories as data. Below we capture our stories and ongoing conversations about the richness in Marshallese cultural knowledge in the outer islands and on Majuro and the potentialities in Kanne Lobal. Danny Jim When I was in third grade (9-10 years of age), during my grandfather’s speech in Arno, an atoll near Majuro, during a time when a wa (canoe) was being blessed and ready to put the canoe into the ocean. My grandfather told me the canoe was a blessing for the family. “Without a canoe, a family cannot provide for them”, he said. The canoe allows for travelling between places to gather food and other sources to provide for the family. My grandfather’s stories about people’s roles within the canoe reminded me that everyone within the family has a responsibility to each other. Our women, mothers and daughters too have a significant responsibility in the journey, in fact, they hold us, care for us, and given strength to their husbands, brothers, and sons. The wise man or elder sits in the middle of the canoe, directing the young man who help to steer. The young man, he does all the work, directed by the older man. They take advice and seek the wisdom of the elder. In front of the canoe, a young boy is placed there and because of his strong and youthful vision, he is able to help the elder as well as the young man on the canoe. The story can be linked to the roles that school leaders, teachers, and students have in schooling. Without each person knowing intricately their role and responsibility, the sight and vision ahead for the collective aspirations of the school and the community is difficult to comprehend. For me, the canoe is symbolic of our educational journey within our education system. As the school leader, a central, trusted, and respected figure in the school, they provide support for teachers who are at the helm, pedagogically striving to provide for their students. For without strong direction from the school leaders and teachers at the helm, the students, like the young boy, cannot foresee their futures, or envisage how education can benefit them. This is why Kanne Lobal is a significant framework for us in the Marshall Islands because within the practice we are able to take heed and empower each other so that all benefit from the process. Kanne Lobal is linked to our culture, an essential part of who we are. We must rely on our own local approaches, rather than relying on others that are not relevant to what we know and how we live in today’s society. One of the things I can tell is that in Majuro, compared to the outer islands, it’s different. In the outer islands, parents bring children together and tell them legends and stories. The elders tell them about the legends and stories – the bwebwenato. Children from outer islands know a lot more about Marshallese legends compared to children from the Majuro atoll. They usually stay close to their parents, observe how to prepare food and all types of Marshallese skills. Loretta Joseph Case There is little Western influence in the outer islands. They grow up learning their own culture with their parents, not having tv. They are closely knit, making their own food, learning to weave. They use fire for cooking food. They are more connected because there are few of them, doing their own culture. For example, if they’re building a house, the ladies will come together and make food to take to the males that are building the house, encouraging them to keep on working - “jemjem maal” (sharpening tools i.e. axe, like encouraging workers to empower them). It’s when they bring food and entertainment. Rubon Rubon Togetherness, work together, sharing of food, these are important practices as a school leader. Jemjem maal – the whole village works together, men working and the women encourage them with food and entertainment. All the young children are involved in all of the cultural practices, cultural transmission is consistently part of their everyday life. These are stronger in the outer islands. Kanne Lobal has the potential to provide solutions using our own knowledge and practices. Connie Joel When new teachers become a teacher, they learn more about their culture in teaching. Teaching raises the question, who are we? A popular saying amongst our people, “Aelon kein ad ej aelon in manit”, means that “Our islands are cultural islands”. Therefore, when we are teaching, and managing the school, we must do this culturally. When we live and breathe, we must do this culturally. There is more socialising with family and extended family. Respect the elderly. When they’re doing things the ladies all get together, in groups and do it. Cut the breadfruit, and preserve the breadfruit and pandanus. They come together and do it. Same as fishing, building houses, building canoes. They use and speak the language often spoken by the older people. There are words that people in the outer islands use and understand language regularly applied by the elderly. Respect elderly and leaders more i.e., chiefs (iroj), commoners (alap), and the workers on the land (ri-jerbal) (social layer under the commoners). All the kids, they gather with their families, and go and visit the chiefs and alap, and take gifts from their land, first produce/food from the plantation (eojōk). Tommy Almet The people are more connected to the culture in the outer islands because they help one another. They don’t have to always buy things by themselves, everyone contributes to the occasion. For instance, for birthdays, boys go fishing, others contribute and all share with everyone. Kanne Lobal is a practice that can bring people together – leaders, teachers, stakeholders. We want our colleagues to keep strong and work together to fix problems like students and teachers’ absenteeism which is a big problem for us in schools. Demetria Malachi The culture in the outer islands are more accessible and exposed to children. In Majuro, there is a mixedness of cultures and knowledges, influenced by Western thinking and practices. Kanne Lobal is an idea that can enhance quality educational purposes for the RMI. We, the school leaders who did GCSL, we want to merge and use this idea because it will help benefit students’ learning and teachers’ teaching. Kanne Lobal will help students to learn and teachers to teach though traditional skills and knowledge. We want to revitalize our ways of life through teaching because it is slowly fading away. Also, we want to have our own Marshallese learning process because it is in our own language making it easier to use and understand. Essentially, we want to proudly use our own ways of teaching from our ancestors showing the appreciation and blessings given to us. Way Forward To think of ways forward is about reflecting on the past and current learnings. Instead of a traditional discussion within a research publication, we have opted to continue our bwebwenato by sharing what we have learnt through the Graduate Certificate in School Leadership (GCSL) programme. Our bwebwenato does not end in this article and this opportunity to collaborate and partner together in this piece of writing has been a meaningful experience to conceptualise and unpack the Kanne Lobal framework. Our collaborative bwebwenato has enabled us to dig deep into our own wise knowledges for guidance through mediating and negotiating the challenges in education and leadership (Sanga & Houma, 2004). For example, bwe-jen-lale-rara reminds us to inquire, pay attention, and focus on supporting the needs of others. Through enra-bwe-jen-lale-rara, it reminds us to value cultural exchange and reciprocity which will strengthen the development and maintaining of relationships based on ways we continue to honour each other (Nimmer, 2017). We not only continue to support each other, but also help mentor the next generation of school leaders within our education system (Heine, 2002). Education and leadership are all about collaborative partnerships (Sanga & Chu, 2009; Thaman, 1997). Developing partnerships through the GCSL was useful learning for us. It encouraged us to work together, share knowledge, respect each other, and be kind. The values of jouj (kindness, love), kautiej (respect), and jouj eo mour eo (reciprocity) are meaningful in being and becoming and educational leader in the RMI (Jetnil-Kijiner, 2014; Miller, 2010; Nimmer, 2017). These values are meaningful for us practice particularly given the drive by PSS for schools to become accredited. The workshops and meetings delivered during the GCSL in the RMI from 2018 to 2019 about Kanne Lobal has given us strength to share our stories and experiences from the meeting with the stakeholders. But before we met with the stakeholders, we were encouraged to share and speak in our language within our courses: EDP05 (Professional Development and Learning), EDP06 (School Leadership), EDP07 (School Management), EDP08 (Teaching and Learning), and EDP09 (Community Partnerships). In groups, we shared our presentations with our peers, the 15 school leaders in the GCSL programme. We also invited USP RMI staff. They liked the way we presented Kannel Lobal. They provided us with feedback, for example: how the use of the sail on the canoe, the parts and their functions can be conceptualised in education and how they are related to the way that we teach our own young people. Engaging stakeholders in the conceptualisation and design stages of Kanne Lobal strengthened our understanding of leadership and collaborative partnerships. Based on various meetings with the RMI Pacific Resources for Education and Learning (PREL) team, PSS general assembly, teachers from the outer islands, and the PSS executive committee, we were able to share and receive feedback on the Kanne Lobal framework. The coordinators of the PREL programme in the RMI were excited by the possibilities around using Kanne Lobal, as a way to teach culture in an inspirational way to Marshallese students. Our Marshallese knowledge, particularly through the proverbial meaning of Kanne Lobal provided so much inspiration and insight for the groups during the presentation which gave us hope and confidence to develop the framework. Kanne Lobal is an organic and indigenous approach, grounded in Marshallese ways of doing things (Heine, 2002; Taafaki & Fowler, 2019). Given the persistent presence of colonial processes within the education system and the constant reference to practices and initiatives from the US, Kanne Lobal for us provides a refreshing yet fulfilling experience and makes us feel warm inside because it is something that belongs to all Marshallese people. Conclusion Marshallese indigenous knowledge and practices provide meaningful educational and leadership understanding and learnings. They ignite, inspire, and transform thinking and practice. The Kanne Lobal conceptual framework emphasises key concepts and values necessary for collaborative partnerships within education and leadership practices in the RMI. The bwebwenato or talk stories have been insightful and have highlighted the strengths and benefits that our Marshallese ideas and practices possess when looking for appropriate and relevant ways to understand education and leadership. Abstract:

South Africa is one several African countries with an official ministry responsible for monitoring and evaluation (M&E). Some of the other countries include Ghana, Kenya, Benin and Uganda. The development of M&E in South Africa has been stymied in part by its interdisciplinary nature, trying to find roots within historically a very discipline-based higher education system. Over the last ten years, however, there has been a huge increase in the number, scope and quality of evaluations conducted in this country. Government agencies and Non-government organisations (NGOs) often using international donor funds for their own projects, have been engaged in outsourcing evaluation studies, and currently all government departments have established their own M&E units. There are statutory bodies such as the Public Service Commission (PSC) and the Department for Planning, Monitoring and Evaluation (DPME) with the responsibility to monitor and evaluate the government’s service delivery and performance. The South African Monitoring and Evaluation Association (SAMEA), established in 2005, draws together M&E practitioners, trainers in M&E, development agencies as well as government officials at its biennial conferences and sustains a vibrant community via its listserv – SAMEATalk. This article reviews the growth of monitoring and evaluation in South Africa and reflects on the current or prominent nature of M&E in this country. It deliberates about M&E developing into a profession, its growth as an industry or businessand its increasing adoption as a governance tool for development in South Africa. The paper concludes with some critical reflections on the growth of M&E in South Africa.

Abstract:

Established in 2005, the South African Monitoring and Evaluation Association (SAMEA) is celebrating its tenth anniversary as a voluntary organisation for professional evaluation (VOPE). This VOPE occupies a special space in South African society as an independent and credible voice of monitoring and evaluation practitioners, drawing its membership from individuals working for government, academia, civil society, consultancies, donor agencies and private sector foundations, including students and the international community. As the biggest user of evaluations, government has become a natural partner for SAMEA since its first conferences organised in partnership with the Public Service Commission. The establishment of the Department of Performance (now Planning,) Monitoring and Evaluation (DPME) in the Presidency of South Africa in 2010 created new impetus for the institutionalisation of evaluation in government through the establishment of the National Evaluation System (NES). In 2012, DPME entered into a formal partnership with SAMEA to enhance monitoring and evaluation (M&E) capacity and continuous professional development. Working with the PSC and the DPME as well as other key partners like universities and development agencies, the role of SAMEA has been enhanced via the establishment of provincial associations, direct input to the development of government policy, evaluation standards, competencies and training – and co-hosting of high-profile conferences and workshops. The partnership between SAMEA and the government of South Africa is extremely useful for ensuring evaluation capacity development and institutionalisation of the practice in government and society. There have been tensions, especially as government’s role in evaluation has strengthened. However, the significance of the partnership between SAMEA and the DPME has gained international interest and appreciation because of its structured nature, mutual respect, collaboration on capacity development and practical implementation of innovative projects.

Abstract:

Purpose The purpose of this paper is to assess the readiness of Ugandans to accept electronic voting under the restrictive conditions of the COVID-19 pandemic. Design/methodology/approach A semi-structured questionnaire, built on a five-point-Likert scale with responses ranging from 1 – strongly disagree to 5 – strongly agree was used to get quantifiable data from four main electoral stakeholders i.e. the policymakers, urban and semi-urban youth, rural voters and government officials. These stakeholders were purposively and conveniently selected because of the influential roles they play in promoting electoral democracy in Uganda. Using a cross-sectional survey design, the authors adopted correlational and quantitative research designs to collect and analyse data. Data was collected from a maximum sample size of 384 as recommended by Krejcie and Morgan (1970) from which 252 useful responses (65.6% response rate) were obtained. Using a statistical package for social scientists version 21.0, the authors performed a Pearson correlation coefficient to determine the relationships between study variables and linear regression analysis to predict the readiness of the stakeholders to accept e-voting more especially under the constraints caused by the COVID-19 pandemic. Findings There was a positive significant relationship between perceived usefulness (PU) and attitude towards adoption, perceived ease of use and attitude towards adoption, attitude and readiness and finally trust propensity and readiness. The regression results show that 65% of the variations in readiness to adopt e-voting can be explained by perceived ease of use, PU, trust propensity and attitude towards adoption. Attitude towards adopting e-voting accounts for the highest variations in the model followed by trust propensity and finally PU. However, perceived ease of use was found to be insignificant. Research limitations/implications The study was limited to only PU, perceived ease of use, trust propensity, attitudes towards using/adoption and readiness to accept e-voting amidst the COVID-19 strict conditions. In Africa, electoral democracy can be influenced by a number of factors such as finances, education levels, sectarianism, voter rigging, perceived risk, political and economic environment. These were not taken into consideration yet they would affect the stakeholders’ attitudes and perceptions which would directly or indirectly affect the adoption of electronic voting. Practical implications Given the low levels of technology infrastructure in the country, there is a general low uptake of technology-oriented systems. The internet reach is low and quality is poor whilst the radio and televisions network is limited to a few urban settings, poor quality technology systems such as the recently acquired voter biometric systems and the constant government actions to switch off the internet and social media whenever there are contentious political issues. These inadequacies together with the restrictive COVID-19 conditions have compromised the participation of stakeholders which dents the stakeholders’ readiness to accept e-voting which consequently compromises electoral democracy in the country. Therefore, government, electoral observers, the international community and civil society organizations need to accelerate the technology infrastructure development in the country, training and development of technical skills and competences, as well as mass mobilization on the use of technology-oriented platforms aimed at promoting electoral democracy. The country should come up with ICT policies and regulations that encourage the use of ICT in areas that promote democracy. These may include; the use of an easy e-voting system such as emails and voting via the post office. Also, Lawmakers, civil society organizations and the international community should make it punitive for anyone who disenfranchises people through internet disconnection, denial of access to broadcast, print and online media. These interventions will restore peoples’ attitudes and perceptions towards electronic voting, consequently increasing their levels of participation in the electioneering process. Originality/value The Ministry of Health, the Uganda Police Force and other security agencies have come out strongly to enforce the COVID-19 standard operating procedures which among others include the banning of political gatherings, processions and meetings of any kind. As a remedy, the Electoral Commission is encouraging political parties, electoral candidates, voters and other stakeholders to use technology-oriented systems such as mobile phones, broadcast and print media, the internet and others to reach out to the electorate. With the government in full control of all these electronic, print and broadcast media, having previously switched them off during the 2011 and 2016 polls consequently disenfranchising many people from their democratic rights, it remains unknown the extent to which the electorate is ready to accept and appreciate scientific voting more so during this time when restrictions against COVID-19 are not making it any better for the voters and other key participants to carry out their political and civil activities.

Background: This article reflects on the implementation of a diagnostic study carried out to understand the gender responsiveness of the national monitoring and evaluation (M&E) systems of Benin, South Africa and Uganda. Carrying out the study found that the potential for integrating the cross-cutting systems of gender and monitoring and evaluation (M&E) are strong. At the same time, it highlighted a range of challenges intersecting these two areas of work. This article explores these issues, which range from logistical to conceptual.Objectives: This article aims to share reflections from the gender diagnostic study to enable more appropriate capacity building in the field of gender responsiveness in national M&E systems. Developing more sophisticated tools to measure gender responsiveness in complex contexts is critical. A better understanding of how gender and national M&E systems intersect is important to understanding firstly how we can more accurately measure the gender responsiveness of existing systems and secondly how better to engender capacity development initiatives.Method: As part of the Twende Mbele programme, Centre for Learning on Evaluation and Results (CLEAR) commissioned Africa Gender and Development Evaluator’s Network (AGDEN) to coordinate teams of researchers in Benin, Uganda, and South Africa to collaboratively develop the diagnostic tool, and then implement it by conducting a review of key documentation and to interview officials within the government wide monitoring and evaluation systems as well as the national gender machinery in each country.Results: The study found that the gender responsiveness of M&E systems across all three systems was unequal, but more importantly, it is important to do more work on how M&E and gender are conceptualised, to ensure this can be studied in a more meaningful way. To strengthen national monitoring and evaluation systems, gender responsiveness and equity must serve as a foundation for growth. However, intersection M&E with gender is complex, and riddled with gaps in capacity, conceptual differences, and challenges bringing together disparate and complex systems.Conclusion: A stronger understanding of the linkages between M&E and gender is an important starting place for bringing them together holistically.

ObjectiveThe objectives of this study are to evaluate the current animal rabies surveillance system in the state and suggest recommendations.IntroductionRabies is a zoonotic, neglected viral disease. Every 10 minutes, the world loses a life, especially children, to dog-mediated rabies. Yet it is 100% preventable. Africa, including Nigeria, has major share of the disease. Eradication of human rabies relies majorly on control of rabies in animals and this cannot be achieved without good surveillance system of the disease in animal, especially dogs. There is little or no information as to whether the surveillance system in Nigeria is effective.MethodsWe reviewed the medical records of all rabies cases reported in the 10 government and 5 registered private veterinary health facilities in the 16 LGAs of the state. We extracted 44 cases of rabies in all, between review period of 2012-2017. We also interviewed 25 key stakeholders in the system using Key Informant Interview (KII) and questionnaires. We followed the steps stated in CDC guideline for evaluation of public health surveillance system to assess the key attributes and components of the system, and analysed the data using Microsoft Excel.ResultsTwo (20%) of the government and only one in five private veterinary health facilities had records on rabies cases. All reported cases of suspected rabies involved dog bites. The confirmatory status of 32 (72.7%) of the suspected cases were unknown. Six (37.5%) LGAs did not have access to any veterinary health facility. Average of 1 technical staff per veterinary facility was seen. Overall, the system was useful and flexible. It was fairly simple, acceptable and representative. Both sensitivity and predictive Value Positive (PVP) were less than 1% while the timeliness, data quality and stability were poorConclusionsThe surveillance system was performing below optimal level. Abstract:

The Instituto de Investigação Científica Tropical/University of Lisbon (IICT/UL), Portugal, holds the most important scientific collections from Portuguese-speaking African countries, which include anthropological, archaeological, ethnographic, mineralogical, botanical and zoological collections, as well as libraries and historical archives. The aim of this paper is to document the advances in conservation and management of IICT collections between 2005 and 2015, namely how the implementation of institutional initiatives created new challenges for the scientific community. After an overview of the IICT's scientific heritage since the creation of the Cartography Commission in 1883, we characterise several recent actions aimed at preserving and providing access to the collections. Considerations on the current preservation of the IICT collections are presented. It is argued that these collections are unique for tropical science and of critical importance for scientific cooperation with Portuguese-speaking countries in Africa.

Abstract:

When George Orwell encountered ideas of a technological utopia sixty-five years ago, he acted the grumpy middle-aged man Reading recently a batch of rather shallowly optimistic “progressive” books, I was struck by the automatic way in which people go on repeating certain phrases which were fashionable before 1914. Two great favourites are “the abolition of distance” and “the disappearance of frontiers”. I do not know how often I have met with the statements that “the aeroplane and the radio have abolished distance” and “all parts of the world are now interdependent” (1944). It is worth revisiting the old boy’s grumpiness, because the rhetoric he so niftily skewers continues in our own time. Facebook features “Peace on Facebook” and even claims that it can “decrease world conflict” through inter-cultural communication. Twitter has announced itself as “a triumph of humanity” (“A Cyber-House” 61). Queue George. In between Orwell and latter-day hoody cybertarians, a whole host of excitable public intellectuals announced the impending end of materiality through emergent media forms. Marshall McLuhan, Neil Postman, Daniel Bell, Ithiel de Sola Pool, George Gilder, Alvin Toffler—the list of 1960s futurists goes on and on. And this wasn’t just a matter of punditry: the OECD decreed the coming of the “information society” in 1975 and the European Union (EU) followed suit in 1979, while IBM merrily declared an “information age” in 1977. Bell theorized this technological utopia as post-ideological, because class would cease to matter (Mattelart). Polluting industries seemingly no longer represented the dynamic core of industrial capitalism; instead, market dynamism radiated from a networked, intellectual core of creative and informational activities. The new information and knowledge-based economies would rescue First World hegemony from an “insurgent world” that lurked within as well as beyond itself (Schiller). Orwell’s others and the Cold-War futurists propagated one of the most destructive myths shaping both public debate and scholarly studies of the media, culture, and communication. They convinced generations of analysts, activists, and arrivistes that the promises and problems of the media could be understood via metaphors of the environment, and that the media were weightless and virtual. The famous medium they wished us to see as the message —a substance as vital to our wellbeing as air, water, and soil—turned out to be no such thing. Today’s cybertarians inherit their anti-Marxist, anti-materialist positions, as a casual glance at any new media journal, culture-industry magazine, or bourgeois press outlet discloses. The media are undoubtedly important instruments of social cohesion and fragmentation, political power and dissent, democracy and demagoguery, and other fraught extensions of human consciousness. But talk of media systems as equivalent to physical ecosystems—fashionable among marketers and media scholars alike—is predicated on the notion that they are environmentally benign technologies. This has never been true, from the beginnings of print to today’s cloud-covered computing. Our new book Greening the Media focuses on the environmental impact of the media—the myriad ways that media technology consumes, despoils, and wastes natural resources. We introduce ideas, stories, and facts that have been marginal or absent from popular, academic, and professional histories of media technology. Throughout, ecological issues have been at the core of our work and we immodestly think the same should apply to media communications, and cultural studies more generally. We recognize that those fields have contributed valuable research and teaching that address environmental questions. For instance, there is an abundant literature on representations of the environment in cinema, how to communicate environmental messages successfully, and press coverage of climate change. That’s not enough. You may already know that media technologies contain toxic substances. You may have signed an on-line petition protesting the hazardous and oppressive conditions under which workers assemble cell phones and computers. But you may be startled, as we were, by the scale and pervasiveness of these environmental risks. They are present in and around every site where electronic and electric devices are manufactured, used, and thrown away, poisoning humans, animals, vegetation, soil, air and water. We are using the term “media” as a portmanteau word to cover a multitude of cultural and communications machines and processes—print, film, radio, television, information and communications technologies (ICT), and consumer electronics (CE). This is not only for analytical convenience, but because there is increasing overlap between the sectors. CE connect to ICT and vice versa; televisions resemble computers; books are read on telephones; newspapers are written through clouds; and so on. Cultural forms and gadgets that were once separate are now linked. The currently fashionable notion of convergence doesn’t quite capture the vastness of this integration, which includes any object with a circuit board, scores of accessories that plug into it, and a global nexus of labor and environmental inputs and effects that produce and flow from it. In 2007, a combination of ICT/CE and media production accounted for between 2 and 3 percent of all greenhouse gases emitted around the world (“Gartner Estimates,”; International Telecommunication Union; Malmodin et al.). Between twenty and fifty million tonnes of electronic waste (e-waste) are generated annually, much of it via discarded cell phones and computers, which affluent populations throw out regularly in order to buy replacements. (Presumably this fits the narcissism of small differences that distinguishes them from their own past.) E-waste is historically produced in the Global North—Australasia, Western Europe, Japan, and the US—and dumped in the Global South—Latin America, Africa, Eastern Europe, Southern and Southeast Asia, and China. It takes the form of a thousand different, often deadly, materials for each electrical and electronic gadget. This trend is changing as India and China generate their own media detritus (Robinson; Herat). Enclosed hard drives, backlit screens, cathode ray tubes, wiring, capacitors, and heavy metals pose few risks while these materials remain encased. But once discarded and dismantled, ICT/CE have the potential to expose workers and ecosystems to a morass of toxic components. Theoretically, “outmoded” parts could be reused or swapped for newer parts to refurbish devices. But items that are defined as waste undergo further destruction in order to collect remaining parts and valuable metals, such as gold, silver, copper, and rare-earth elements. This process causes serious health risks to bones, brains, stomachs, lungs, and other vital organs, in addition to birth defects and disrupted biological development in children. Medical catastrophes can result from lead, cadmium, mercury, other heavy metals, poisonous fumes emitted in search of precious metals, and such carcinogenic compounds as polychlorinated biphenyls, dioxin, polyvinyl chloride, and flame retardants (Maxwell and Miller 13). The United States’ Environmental Protection Agency estimates that by 2007 US residents owned approximately three billion electronic devices, with an annual turnover rate of 400 million units, and well over half such purchases made by women. Overall CE ownership varied with age—adults under 45 typically boasted four gadgets; those over 65 made do with one. The Consumer Electronics Association (CEA) says US$145 billion was expended in the sector in 2006 in the US alone, up 13% on the previous year. The CEA refers joyously to a “consumer love affair with technology continuing at a healthy clip.” In the midst of a recession, 2009 saw $165 billion in sales, and households owned between fifteen and twenty-four gadgets on average. By 2010, US$233 billion was spent on electronic products, three-quarters of the population owned a computer, nearly half of all US adults owned an MP3 player, and 85% had a cell phone. By all measures, the amount of ICT/CE on the planet is staggering. As investigative science journalist, Elizabeth Grossman put it: “no industry pushes products into the global market on the scale that high-tech electronics does” (Maxwell and Miller 2). In 2007, “of the 2.25 million tons of TVs, cell phones and computer products ready for end-of-life management, 18% (414,000 tons) was collected for recycling and 82% (1.84 million tons) was disposed of, primarily in landfill” (Environmental Protection Agency 1). Twenty million computers fell obsolete across the US in 1998, and the rate was 130,000 a day by 2005. It has been estimated that the five hundred million personal computers discarded in the US between 1997 and 2007 contained 6.32 billion pounds of plastics, 1.58 billion pounds of lead, three million pounds of cadmium, 1.9 million pounds of chromium, and 632000 pounds of mercury (Environmental Protection Agency; Basel Action Network and Silicon Valley Toxics Coalition 6). The European Union is expected to generate upwards of twelve million tons annually by 2020 (Commission of the European Communities 17). While refrigerators and dangerous refrigerants account for the bulk of EU e-waste, about 44% of the most toxic e-waste measured in 2005 came from medium-to-small ICT/CE: computer monitors, TVs, printers, ink cartridges, telecommunications equipment, toys, tools, and anything with a circuit board (Commission of the European Communities 31-34). Understanding the enormity of the environmental problems caused by making, using, and disposing of media technologies should arrest our enthusiasm for them. But intellectual correctives to the “love affair” with technology, or technophilia, have come and gone without establishing much of a foothold against the breathtaking flood of gadgets and the propaganda that proclaims their awe-inspiring capabilities.[i] There is a peculiar enchantment with the seeming magic of wireless communication, touch-screen phones and tablets, flat-screen high-definition televisions, 3-D IMAX cinema, mobile computing, and so on—a totemic, quasi-sacred power that the historian of technology David Nye has named the technological sublime (Nye Technological Sublime 297).[ii] We demonstrate in our book why there is no place for the technological sublime in projects to green the media. But first we should explain why such symbolic power does not accrue to more mundane technologies; after all, for the time-strapped cook, a pressure cooker does truly magical things. Three important qualities endow ICT/CE with unique symbolic potency—virtuality, volume, and novelty. The technological sublime of media technology is reinforced by the “virtual nature of much of the industry’s content,” which “tends to obscure their responsibility for a vast proliferation of hardware, all with high levels of built-in obsolescence and decreasing levels of efficiency” (Boyce and Lewis 5). Planned obsolescence entered the lexicon as a new “ethics” for electrical engineering in the 1920s and ’30s, when marketers, eager to “habituate people to buying new products,” called for designs to become quickly obsolete “in efficiency, economy, style, or taste” (Grossman 7-8).[iii] This defines the short lifespan deliberately constructed for computer systems (drives, interfaces, operating systems, batteries, etc.) by making tiny improvements incompatible with existing hardware (Science and Technology Council of the American Academy of Motion Picture Arts and Sciences 33-50; Boyce and Lewis). With planned obsolescence leading to “dizzying new heights” of product replacement (Rogers 202), there is an overstated sense of the novelty and preeminence of “new” media—a “cult of the present” is particularly dazzled by the spread of electronic gadgets through globalization (Mattelart and Constantinou 22). References to the symbolic power of media technology can be found in hymnals across the internet and the halls of academe: technologies change us, the media will solve social problems or create new ones, ICTs transform work, monopoly ownership no longer matters, journalism is dead, social networking enables social revolution, and the media deliver a cleaner, post-industrial, capitalism. Here is a typical example from the twilight zone of the technological sublime (actually, the OECD): A major feature of the knowledge-based economy is the impact that ICTs have had on industrial structure, with a rapid growth of services and a relative decline of manufacturing. Services are typically less energy intensive and less polluting, so among those countries with a high and increasing share of services, we often see a declining energy intensity of production … with the emergence of the Knowledge Economy ending the old linear relationship between output and energy use (i.e. partially de-coupling growth and energy use) (Houghton 1) This statement mixes half-truths and nonsense. In reality, old-time, toxic manufacturing has moved to the Global South, where it is ascendant; pollution levels are rising worldwide; and energy consumption is accelerating in residential and institutional sectors, due almost entirely to ICT/CE usage, despite advances in energy conservation technology (a neat instance of the age-old Jevons Paradox). In our book we show how these are all outcomes of growth in ICT/CE, the foundation of the so-called knowledge-based economy. ICT/CE are misleadingly presented as having little or no material ecological impact. In the realm of everyday life, the sublime experience of electronic machinery conceals the physical work and material resources that go into them, while the technological sublime makes the idea that more-is-better palatable, axiomatic; even sexy. In this sense, the technological sublime relates to what Marx called “the Fetishism which attaches itself to the products of labour” once they are in the hands of the consumer, who lusts after them as if they were “independent beings” (77). There is a direct but unseen relationship between technology’s symbolic power and the scale of its environmental impact, which the economist Juliet Schor refers to as a “materiality paradox” —the greater the frenzy to buy goods for their transcendent or nonmaterial cultural meaning, the greater the use of material resources (40-41). We wrote Greening the Media knowing that a study of the media’s effect on the environment must work especially hard to break the enchantment that inflames popular and elite passions for media technologies. We understand that the mere mention of the political-economic arrangements that make shiny gadgets possible, or the environmental consequences of their appearance and disappearance, is bad medicine. It’s an unwelcome buzz kill—not a cool way to converse about cool stuff. But we didn’t write the book expecting to win many allies among high-tech enthusiasts and ICT/CE industry leaders. We do not dispute the importance of information and communication media in our lives and modern social systems. We are media people by profession and personal choice, and deeply immersed in the study and use of emerging media technologies. But we think it’s time for a balanced assessment with less hype and more practical understanding of the relationship of media technologies to the biosphere they inhabit. Media consumers, designers, producers, activists, researchers, and policy makers must find new and effective ways to move ICT/CE production and consumption toward ecologically sound practices. In the course of this project, we found in casual conversation, lecture halls, classroom discussions, and correspondence, consistent and increasing concern with the environmental impact of media technology, especially the deleterious effects of e-waste toxins on workers, air, water, and soil. We have learned that the grip of the technological sublime is not ironclad. Its instability provides a point of departure for investigating and criticizing the relationship between the media and the environment. The media are, and have been for a long time, intimate environmental participants. Media technologies are yesterday’s, today’s, and tomorrow’s news, but rarely in the way they should be. The prevailing myth is that the printing press, telegraph, phonograph, photograph, cinema, telephone, wireless radio, television, and internet changed the world without changing the Earth. In reality, each technology has emerged by despoiling ecosystems and exposing workers to harmful environments, a truth obscured by symbolic power and the power of moguls to set the terms by which such technologies are designed and deployed. Those who benefit from ideas of growth, progress, and convergence, who profit from high-tech innovation, monopoly, and state collusion—the military-industrial-entertainment-academic complex and multinational commandants of labor—have for too long ripped off the Earth and workers. As the current celebration of media technology inevitably winds down, perhaps it will become easier to comprehend that digital wonders come at the expense of employees and ecosystems. This will return us to Max Weber’s insistence that we understand technology in a mundane way as a “mode of processing material goods” (27). Further to understanding that ordinariness, we can turn to the pioneering conversation analyst Harvey Sacks, who noted three decades ago “the failures of technocratic dreams [:] that if only we introduced some fantastic new communication machine the world will be transformed.” Such fantasies derived from the very banality of these introductions—that every time they took place, one more “technical apparatus” was simply “being made at home with the rest of our world’ (548). Media studies can join in this repetitive banality. Or it can withdraw the welcome mat for media technologies that despoil the Earth and wreck the lives of those who make them. [ii] The emergence of the technological sublime has been attributed to the Western triumphs in the post-Second World War period, when technological power supposedly supplanted the power of nature to inspire fear and astonishment (Nye Technology Matters 28). Historian Mario Biagioli explains how the sublime permeates everyday life through technoscience: "If around 1950 the popular imaginary placed science close to the military and away from the home, today’s technoscience frames our everyday life at all levels, down to our notion of the self" (818). [iii] This compulsory repetition is seemingly undertaken each time as a novelty, governed by what German cultural critic Walter Benjamin called, in his awkward but occasionally illuminating prose, "the ever-always-the-same" of "mass-production" cloaked in "a hitherto unheard-of significance" (48).

Biodiversity informatics is a new and evolving field, requiring efforts to develop capacity and a curriculum for this field of science. The main objective was to summarise the level of activity and the efforts towards developing biodiversity informatics curricula, for work-based training and/or academic teaching at universities, taking place within the Global Biodiversity Information Facility (GBIF) countries and its associated network. A survey approach was used to identify existing capacities and resources within the network. Most of GBIF Nodes survey respondents (80%) are engaged in onsite training activities, with a focus on work-based professionals, mostly researchers, policy-makers and students. Training topics include data mobilisation, digitisation, management, publishing, analysis and use, to enable the accessibility of analogue and digital biological data that currently reside as scattered datasets. An initial assessment of academic teaching activities highlighted that countries in most regions, to varying degrees, were already engaged in the conceptualisation, development and/or implementation of formal academic programmes in biodiversity informatics, including programmes in Benin, Colombia, Costa Rica, Finland, France, India, Norway, South Africa, Sweden, Taiwan and Togo. Digital e-learning platforms were an important tool to help build capacity in many countries. In terms of the potential in the Nodes network, 60% expressed willingness to be recruited or commissioned for capacity enhancement purposes. Contributions and activities of various country nodes across the network have been highlighted and a working curriculum framework has been defined.

Abstract:

Biodiversity informatics has been characterized as a rapidly growing interdisciplinary field, which aims to bring together the areas of biodiversity and informatics. A study was conducted looking at the current level of activity within the GBIF Participant countries and its associated network in relation to work-based training and/or academic teaching at universities, in the field of biodiversity informatics. It was intended to get an overview of GBIF Node Managers, (hence, member countries), already engaged in developing course curricula, or in providing training, and whether they would be willing to share resources or enter into collaborations, to further elaborate this field of science. This investigation followed a survey approach, conducted globally across the GBIF community to identify the existing capacities and resources within the network. The results indicated that the vast majority of GBIF Nodes survey respondents, are engaged in onsite training activities in biodiversity informatics areas, with a focus on professionals, mostly researchers, policy makers and students. Training includes data digitization, management, publishing, analysis and use, to enable the accessibility of analogue and digital biological data which currently resides as scattered databases/datasets. A list containing the associated URL's for training and dissemination activities in GBIF Nodes has been developed, based on survey results, and will be presented. An initial assessment of the academic teaching activities indicated that many countries across most regions were already engaged in the conceptualisation, development and/or implementation of formal academic programs in biodiversity informatics including Benin, Colombia, Costa Rica, Finland, France, India, Norway, South Africa, Sweden, Taiwan and Togo. This study also identified that digital e-learning platforms were a very important tool to help build capacity in a number of countries. To assess the level of potential in the network to support academic teaching and work-based training, sixty percent indicated that they would be willing to be recruited or commissioned to support teaching activities, demonstrating the value of the Nodes network to support the development of biodiversity informatics globally. The contributions and activities of various nodes across the network will be highlighted and a working high-level curriculum framework will be discussed.

Abstract:

Introduction Eating is one of the most quintessential activities of human life. Because of this primacy, eating is, as food anthropologist Sidney Mintz has observed, “not merely a biological activity, but a vibrantly cultural activity as well” (48). This article posits that the current awareness of climate change in the Western world is animating such cultural activity as the Slow Food movement and is, as a result, stimulating what could be seen as an evolutionary change in popular foodways. Moreover, this paper suggests that, in line with modelling provided by the Slow Food example, an increased awareness of the connections of climate change to the social injustices of food production might better drive social change in such areas. This discussion begins by proposing that contemporary foodways—defined as “not only what is eaten by a particular group of people but also the variety of customs, beliefs and practices surrounding the production, preparation and presentation of food” (Davey 182)—are changing in the West in relation to current concerns about climate change. Such modification has a long history. Since long before the inception of modern hom*o sapiens, natural climate change has been a crucial element driving hominidae evolution, both biologically and culturally in terms of social organisation and behaviours. Macroevolutionary theory suggests evolution can dramatically accelerate in response to rapid shifts in an organism’s environment, followed by slow to long periods of stasis once a new level of sustainability has been achieved (Gould and Eldredge). There is evidence that ancient climate change has also dramatically affected the rate and course of cultural evolution. Recent work suggests that the end of the last ice age drove the cultural innovation of animal and plant domestication in the Middle East (Zeder), not only due to warmer temperatures and increased rainfall, but also to a higher level of atmospheric carbon dioxide which made agriculture increasingly viable (McCorriston and Hole, cited in Zeder). Megadroughts during the Paleolithic might well have been stimulating factors behind the migration of hominid populations out of Africa and across Asia (Scholz et al). Thus, it is hardly surprising that modern anthropogenically induced global warming—in all its’ climate altering manifestations—may be driving a new wave of cultural change and even evolution in the West as we seek a sustainable homeostatic equilibrium with the environment of the future. In 1962, Rachel Carson’s Silent Spring exposed some of the threats that modern industrial agriculture poses to environmental sustainability. This prompted a public debate from which the modern environmental movement arose and, with it, an expanding awareness and attendant anxiety about the safety and nutritional quality of contemporary foods, especially those that are grown with chemical pesticides and fertilizers and/or are highly processed. This environmental consciousness led to some modification in eating habits, manifest by some embracing wholefood and vegetarian dietary regimes (or elements of them). Most recently, a widespread awareness of climate change has forced rapid change in contemporary Western foodways, while in other climate related areas of socio-political and economic significance such as energy production and usage, there is little evidence of real acceleration of change. Ongoing research into the effects of this expanding environmental consciousness continues in various disciplinary contexts such as geography (Eshel and Martin) and health (McMichael et al). In food studies, Vileisis has proposed that the 1970s environmental movement’s challenge to the polluting practices of industrial agri-food production, concurrent with the women’s movement (asserting women’s right to know about everything, including food production), has led to both cooks and eaters becoming increasingly knowledgeable about the links between agricultural production and consumer and environmental health, as well as the various social justice issues involved. As a direct result of such awareness, alternatives to the industrialised, global food system are now emerging (Kloppenberg et al.). The Slow Food (R)evolution The tenets of the Slow Food movement, now some two decades old, are today synergetic with the growing consternation about climate change. In 1983, Carlo Petrini formed the Italian non-profit food and wine association Arcigola and, in 1986, founded Slow Food as a response to the opening of a McDonalds in Rome. From these humble beginnings, which were then unashamedly positing a return to the food systems of the past, Slow Food has grown into a global organisation that has much more future focused objectives animating its challenges to the socio-cultural and environmental costs of industrial food. Slow Food does have some elements that could be classed as reactionary and, therefore, the opposite of evolutionary. In response to the increasing hom*ogenisation of culinary habits around the world, for instance, Slow Food’s Foundation for Biodiversity has established the Ark of Taste, which expands upon the idea of a seed bank to preserve not only varieties of food but also local and artisanal culinary traditions. In this, the Ark aims to save foods and food products “threatened by industrial standardization, hygiene laws, the regulations of large-scale distribution and environmental damage” (SFFB). Slow Food International’s overarching goals and activities, however, extend far beyond the preservation of past foodways, extending to the sponsoring of events and activities that are attempting to create new cuisine narratives for contemporary consumers who have an appetite for such innovation. Such events as the Salone del Gusto (Salon of Taste) and Terra Madre (Mother Earth) held in Turin every two years, for example, while celebrating culinary traditions, also focus on contemporary artisanal foods and sustainable food production processes that incorporate the most current of agricultural knowledge and new technologies into this production. Attendees at these events are also driven by both an interest in tradition, and their own very current concerns with health, personal satisfaction and environmental sustainability, to change their consumer behavior through an expanded self-awareness of the consequences of their individual lifestyle choices. Such events have, in turn, inspired such events in other locations, moving Slow Food from local to global relevance, and affecting the intellectual evolution of foodway cultures far beyond its headquarters in Bra in Northern Italy. This includes in the developing world, where millions of farmers continue to follow many traditional agricultural practices by necessity. Slow Food Movement’s forward-looking values are codified in the International Commission on the Future of Food and Agriculture 2006 publication, Manifesto on the Future of Food. This calls for changes to the World Trade Organisation’s rules that promote the globalisation of agri-food production as a direct response to the “climate change [which] threatens to undermine the entire natural basis of ecologically benign agriculture and food preparation, bringing the likelihood of catastrophic outcomes in the near future” (ICFFA 8). It does not call, however, for a complete return to past methods. To further such foodway awareness and evolution, Petrini founded the University of Gastronomic Sciences at Slow Food’s headquarters in 2004. The university offers programs that are analogous with the Slow Food’s overall aim of forging sustainable partnerships between the best of old and new practice: to, in the organisation’s own words, “maintain an organic relationship between gastronomy and agricultural science” (UNISG). In 2004, Slow Food had over sixty thousand members in forty-five countries (Paxson 15), with major events now held each year in many of these countries and membership continuing to grow apace. One of the frequently cited successes of the Slow Food movement is in relation to the tomato. Until recently, supermarkets stocked only a few mass-produced hybrids. These cultivars were bred for their disease resistance, ease of handling, tolerance to artificial ripening techniques, and display consistency, rather than any culinary values such as taste, aroma, texture or variety. In contrast, the vine ripened, ‘farmer’s market’ tomato has become the symbol of an “eco-gastronomically” sustainable, local and humanistic system of food production (Jordan) which melds the best of the past practice with the most up-to-date knowledge regarding such farming matters as water conservation. Although the term ‘heirloom’ is widely used in relation to these tomatoes, there is a distinctively contemporary edge to the way they are produced and consumed (Jordan), and they are, along with other organic and local produce, increasingly available in even the largest supermarket chains. Instead of a wholesale embrace of the past, it is the connection to, and the maintenance of that connection with, the processes of production and, hence, to the environment as a whole, which is the animating premise of the Slow Food movement. ‘Slow’ thus creates a gestalt in which individuals integrate their lifestyles with all levels of the food production cycle and, hence to the environment and, importantly, the inherently related social justice issues. ‘Slow’ approaches emphasise how the accelerated pace of contemporary life has weakened these connections, while offering a path to the restoration of a sense of connectivity to the full cycle of life and its relation to place, nature and climate. In this, the Slow path demands that every consumer takes responsibility for all components of his/her existence—a responsibility that includes becoming cognisant of the full story behind each of the products that are consumed in that life. The Slow movement is not, however, a regime of abstention or self-denial. Instead, the changes in lifestyle necessary to support responsible sustainability, and the sensual and aesthetic pleasure inherent in such a lifestyle, exist in a mutually reinforcing relationship (Pietrykowski 2004). This positive feedback loop enhances the potential for promoting real and long-term evolution in social and cultural behaviour. Indeed, the Slow zeitgeist now informs many areas of contemporary culture, with Slow Travel, Homes, Design, Management, Leadership and Education, and even Slow Email, Exercise, Shopping and Sex attracting adherents. Mainstreaming Concern with Ethical Food Production The role of the media in “forming our consciousness—what we think, how we think, and what we think about” (Cunningham and Turner 12)—is self-evident. It is, therefore, revealing in relation to the above outlined changes that even the most functional cookbooks and cookery magazines (those dedicated to practical information such as recipes and instructional technique) in Western countries such as the USA, UK and Australian are increasingly reflecting and promoting an awareness of ethical food production as part of this cultural change in food habits. While such texts have largely been considered as useful but socio-politically relatively banal publications, they are beginning to be recognised as a valid source of historical and cultural information (Nussel). Cookbooks and cookery magazines commonly include discussion of a surprising range of issues around food production and consumption including sustainable and ethical agricultural methods, biodiversity, genetic modification and food miles. In this context, they indicate how rapidly the recent evolution of foodways has been absorbed into mainstream practice. Much of such food related media content is, at the same time, closely identified with celebrity mass marketing and embodied in the television chef with his or her range of branded products including their syndicated articles and cookbooks. This commercial symbiosis makes each such cuisine-related article in a food or women’s magazine or cookbook, in essence, an advertorial for a celebrity chef and their named products. Yet, at the same time, a number of these mass media food celebrities are raising public discussion that is leading to consequent action around important issues linked to climate change, social justice and the environment. An example is Jamie Oliver’s efforts to influence public behaviour and government policy, a number of which have gained considerable traction. Oliver’s 2004 exposure of the poor quality of school lunches in Britain (see Jamie’s School Dinners), for instance, caused public outrage and pressured the British government to commit considerable extra funding to these programs. A recent study by Essex University has, moreover, found that the academic performance of 11-year-old pupils eating Oliver’s meals improved, while absenteeism fell by 15 per cent (Khan). Oliver’s exposé of the conditions of battery raised hens in 2007 and 2008 (see Fowl Dinners) resulted in increased sales of free-range poultry, decreased sales of factory-farmed chickens across the UK, and complaints that free-range chicken sales were limited by supply. Oliver encouraged viewers to lobby their local councils, and as a result, a number banned battery hen eggs from schools, care homes, town halls and workplace cafeterias (see, for example, LDP). The popular penetration of these ideas needs to be understood in a historical context where industrialised poultry farming has been an issue in Britain since at least 1848 when it was one of the contributing factors to the establishment of the RSPCA (Freeman). A century after Upton Sinclair’s The Jungle (published in 1906) exposed the realities of the slaughterhouse, and several decades since Peter Singer’s landmark Animal Liberation (1975) and Tom Regan’s The Case for Animal Rights (1983) posited the immorality of the mistreatment of animals in food production, it could be suggested that Al Gore’s film An Inconvenient Truth (released in 2006) added considerably to the recent concern regarding the ethics of industrial agriculture. Consciousness-raising bestselling books such as Jim Mason and Peter Singer’s The Ethics of What We Eat and Michael Pollan’s The Omnivore’s Dilemma (both published in 2006), do indeed ‘close the loop’ in this way in their discussions, by concluding that intensive food production methods used since the 1950s are not only inhumane and damage public health, but are also damaging an environment under pressure from climate change. In comparison, the use of forced labour and human trafficking in food production has attracted far less mainstream media, celebrity or public attention. It could be posited that this is, in part, because no direct relationship to the environment and climate change and, therefore, direct link to our own existence in the West, has been popularised. Kevin Bales, who has been described as a modern abolitionist, estimates that there are currently more than 27 million people living in conditions of slavery and exploitation against their wills—twice as many as during the 350-year long trans-Atlantic slave trade. Bales also chillingly reveals that, worldwide, the number of slaves is increasing, with contemporary individuals so inexpensive to purchase in relation to the value of their production that they are disposable once the slaveholder has used them. Alongside sex slavery, many other prevalent examples of contemporary slavery are concerned with food production (Weissbrodt et al; Miers). Bales and Soodalter, for example, describe how across Asia and Africa, adults and children are enslaved to catch and process fish and shellfish for both human consumption and cat food. Other campaigners have similarly exposed how the cocoa in chocolate is largely produced by child slave labour on the Ivory Coast (Chalke; Off), and how considerable amounts of exported sugar, cereals and other crops are slave-produced in certain countries. In 2003, some 32 per cent of US shoppers identified themselves as LOHAS “lifestyles of health and sustainability” consumers, who were, they said, willing to spend more for products that reflected not only ecological, but also social justice responsibility (McLaughlin). Research also confirms that “the pursuit of social objectives … can in fact furnish an organization with the competitive resources to develop effective marketing strategies”, with Doherty and Meehan showing how “social and ethical credibility” are now viable bases of differentiation and competitive positioning in mainstream consumer markets (311, 303). In line with this recognition, Fair Trade Certified goods are now available in British, European, US and, to a lesser extent, Australian supermarkets, and a number of global chains including Dunkin’ Donuts, McDonalds, Starbucks and Virgin airlines utilise Fair Trade coffee and teas in all, or parts of, their operations. Fair Trade Certification indicates that farmers receive a higher than commodity price for their products, workers have the right to organise, men and women receive equal wages, and no child labour is utilised in the production process (McLaughlin). Yet, despite some Western consumers reporting such issues having an impact upon their purchasing decisions, social justice has not become a significant issue of concern for most. The popular cookery publications discussed above devote little space to Fair Trade product marketing, much of which is confined to supermarket-produced adverzines promoting the Fair Trade products they stock, and international celebrity chefs have yet to focus attention on this issue. In Australia, discussion of contemporary slavery in the press is sparse, having surfaced in 2000-2001, prompted by UNICEF campaigns against child labour, and in 2007 and 2008 with the visit of a series of high profile anti-slavery campaigners (including Bales) to the region. The public awareness of food produced by forced labour and the troubling issue of human enslavement in general is still far below the level that climate change and ecological issues have achieved thus far in driving foodway evolution. This may change, however, if a ‘Slow’-inflected connection can be made between Western lifestyles and the plight of peoples hidden from our daily existence, but contributing daily to them. Concluding Remarks At this time of accelerating techno-cultural evolution, due in part to the pressures of climate change, it is the creative potential that human conscious awareness brings to bear on these challenges that is most valuable. Today, as in the caves at Lascaux, humanity is evolving new images and narratives to provide rational solutions to emergent challenges. As an example of this, new foodways and ways of thinking about them are beginning to evolve in response to the perceived problems of climate change. The current conscious transformation of food habits by some in the West might be, therefore, in James Lovelock’s terms, a moment of “revolutionary punctuation” (178), whereby rapid cultural adaption is being induced by the growing public awareness of impending crisis. It remains to be seen whether other urgent human problems can be similarly and creatively embraced, and whether this trend can spread to offer global solutions to them.
